Self-monitoring technology guidelines for pollution sources—Inorganic chemical industry
1 Application scope
This standard proposes such basic contents and requirements as the general requirements for the self-monitoring of the inorganic chemical industry pollution sources, as well as the development of monitoring plans, and record and report of monitoring information.
This standard is applicable to the inorganic chemical industry pollution sources to carry out self-monitoring of the water and air pollutants, noise and the impact to surrounding environment which they produce during production and operation. The inorganic chemical industry specifically includes those encoded as follows in the GB/T 4754 Industrial classification for national economic activities:
2611, inorganic acid manufacturing ; 2612, inorganic base manufacturing ; 2613, inorganic salt manufacturing and 2619, other basic chemical raw material manufacturing. The monitoring of pollutants discharged by other chemical manufacturing pollution sources where the above-mentioned substances are produced as by-products does not apply to this standard, and the technical guides for self-monitoring by pollutants of the corresponding industry shall be implemented instead; monitoring for pollutants from manufacturers of biohydrogen, general gas (except electrolytic hydrogen), rare gas, liquidized air and compressed air monitoring of pollutants discharged by air and compressed air and other inorganic industry chemicals shall be carried out in accordance with HJ 819 Self-monitoring technology guidelines for pollution sources - General rules.
Self-monitoring of self-contained thermal power generating units (plants) and supporting power boilers shall be carried out in accordance with the requirements of HJ 820 Self-monitoring technology guidelines for pollution sources - Thermal power generation and boiler.

inorganic chemical industry pollution sources
industrial pollution sources that use natural resources, industrial products and industrial by-products as raw materials to produce inorganic chemicals such as inorganic acids, inorganic bases, inorganic salts, and other basic chemical raw materials

Rainwater outlet
the discharge outlets that discharge natural precipitation directly or through ditch, canal or pipeline facilities to outside the plant boundary
4 General requirements for self-monitoring
The pollution sources shall check their own pollution sources, pollutant indicators and potential environmental impacts, develop a monitoring scheme, set up and maintain monitoring facilities, conduct self-monitoring according to the monitoring scheme, complete quality assurance and quality control, record and save monitoring data, and disclose the monitoring results to the public according to law.
5 Development of monitoring plan
5.1 Monitoring of wastewater discharge
5.1.1 Monitoring points
Inorganic chemical industrial pollution sources must set up monitoring points at the total wastewater outlets and rainwater outlets, and if domestic sewage is discharged into the water body separately, monitoring points must be set up at the domestic sewage outlets. For emissions of total arsenic, total mercury, total cadmium, total lead, hexavalent chromium, total chromium, total nickel, total thallium, total manganese, total barium, total strontium, total cobalt, total molybdenum, total tin, total antimony, total silver, chlorides and active chlorine, monitoring points must also be set up at the wastewater outlet of workshop or workshop treatment facility.
5.1.2 Monitoring indicators and frequency
The monitoring points, monitoring indicators, and minimum monitoring frequency of wastewater discharge from the inorganic chemical industry pollution sources shall be implemented in accordance with Table 1.
