1.0.1 This Specification is formulated with a view to implementing the national technical and economic policies in the winter construction of building engineering to be of advanced technology, reasonable in economy, safe and practical with guaranteed quality, energy conservation and environmental protection.
1.0.2 This Specification is applicable to the winter construction of industrial and civil buildings and general structures.
1.0.3 The principle for classification of time limit of winter construction in this Specification is: according to local statistical meteorological data of many years, if the outdoor daily average air temperature is continuously less than 5℃ for 5d, then it shall become the winter construction period; if the outdoor daily average air temperature is continuously larger than 5℃, then the winter construction period shall end.
1.0.4 The special scheme for winter construction shall be developed for works and projects in winter construction; any issue which may not meet winter construction requirements shall be timely researched and solved jointly with the design organization.
1.0.5 The winter construction of building engineering shall not only meet this Specification, but also shall comply with those in the current relevant ones of the Nation.
