The preparation of the technical requirements relevant to pressurized tank container for dangerous liquid goods of this standard follows the basic safety technical requirements specified in the national pressure vessel safety laws. Its design criteria, material requirements, fabrication inspection technical requirements and acceptance criteria meet those specified in TSG R0005. This standard is a harmonized standard, that is, the pressurized tank container for dangerous liquid goods constructed according to this standard may meet the basic safety requirements specified in TSG R0005.
The proposal review system is used for the revision of this standard. 1 Scope
1.1 This standard specifies the requirements for materials, design, fabrication, test methods, inspection rules, marking and identification, ex-factory documents, storage and transport of tank container for dangerous liquid goods (hereinafter referred to as liquid tank container).
1.2 This standard is applicable to liquid tank containers with tank volume not less than 1m3 and permanent connection between tank and framework, wherein pressurized tank container for dangerous liquid goods (hereinafter referred to as pressurized liquid tank container) shall also meet special requirements.
1.3 This standard is not applicable to the following liquid tank containers:
——tank container with tank made of non-ferrous metal or non-metallic materials;
——tank container with tank being of vacuum insulation structure;
——tank container with special requirements such as national defense military equipment.
1.4 The tank is defined as follows:
a) the beveled surface of the first circumferential joint of welded connection between tank and pipeline or accessories;
b) the first threaded joint end surface of the threaded connection between the tank and the pipeline or accessories; the first flange sealing surface of flange connection; the first sealing surface of special connector or pipe fitting connection;
c) the pressure cap, end plug and its fasteners of the tank opening part;
d) the connection weld between the tank and the non-pressure elements.
1.5 The pipeline includes all pipes and fittings connected to the tank.
1.6 The accessory includes all safety accessories, instruments and filling and discharging accessories.
1.7 Main pressure elements of pressurized liquid tank container tank include cylinder, seal head, as well as adapter tubes with the nominal diameter not less than 50mm, reeding, flanges and flange cover plates.

4 Qualifications and responsibilities
4.1 Qualifications
The design, fabrication, inspection and acceptance as well as marking and identification of liquid tank containers shall not only meet the requirements of this part, but also meet those of relevant laws, regulations and rules issued by the state.
4.2 Responsibilities
4.2.1 User or design entrusting party
The user or design entrusting party shall propose liquid tank container design conditions to the design organization in written form. The design conditions shall include at least:
a) main laws and regulations, standards and technical regulations to be followed in design and fabrication;
b) modes of transport, including railway, road, waterway transport or combined transport thereof;
c) working conditions, including service environment temperature, working temperature range, working pressure range, filling and discharging conditions and methods, filling and discharging pressure, additional loads, condition and state of transport carrier, etc.;
d) liquid tank container guideline or filled medium. If the liquid tank container is designed according to the guideline, the design conditions shall include at least the applicable guideline and corrosion allowance; if designed according to the medium, the design conditions shall include at least No., name, category, concentration, physical and chemical properties, hazardous characteristics, harmful substance content and the corrosion rate to tank materials thereof, etc.;
e) tank volume;
f) container dimensions and specifications;
g) expected service life;
h) geometry dimension requirements and nozzle orientation;
i) other necessary conditions for design, such as tank material selection, corrosion prevention, surface treatment and special test.
4.2.2 Design unit
4.2.2.1 The design unit shall complete the overall design of liquid tank container based on the risk assessment report and shall be responsible for the correctness and completeness of the design documents.
4.2.2.2 The design unit shall preserve all design documents within the design service life of liquid tank containers.
4.2.2.3 The design unit of pressurized liquid tank container shall hold the corresponding special equipment design license, and the management and use of its special seal for design shall meet the requirements of TSG R0005.
4.2.3 Fabrication unit
4.2.3.1 The tank containers shall be subjected to integrated fabrication, and the fabrication unit shall be responsible for the fabrication quality of them.
4.2.3.2 The fabrication unit of pressurized liquid tank containers shall hold the corresponding special equipment fabrication license.
4.2.3.3 The fabrication unit shall fabricate in accordance with the requirements of design documents; where the original design is modified, written certificate of the original design unit for agreement on modification shall be obtained, and the modified parts shall be recorded in detail.
4.2.3.4 The fabrication unit shall formulate a quality plan before fabrication, which shall at least include the fabrication process control points, inspection items and acceptance criteria of tank containers.
4.2.3.5 The fabrication unit shall carry out all inspections and tests according to the requirements of this standard, design drawings, technical documents and quality plans during and after the fabrication, provide corresponding reports and be responsible for the report correctness and completeness.
4.2.3.6 After the liquid tank containers pass the inspection, the fabrication unit shall issue product certificates.
4.2.3.7 The fabrication unit of pressurized liquid tank container shall receive the supervision and inspection on its fabrication process by the special equipment supervision and inspection organization and obtain the "certificate for fabrication supervision and inspection of special equipment" issued by the supervision and inspection unit for its products.
4.2.3.8 The liquid tank containers shall be subjected to sample container type test, and shall obtain the qualification certificate approved by the institution approved by the competent department.
4.2 3.9 The fabrication unit shall keep the following technical documents for each liquid tank container within the design service life for future reference:
a) original design drawings;
b) fabrication process drawing or card;
c) documents on welding process and heat treatment process of tank;
d) records on inspection and test items specified in the standard;
e) check, inspection and test records during and upon completion of fabrication;
f) ex-factory documents (in accordance with the requirements of Clause 12);
5 Materials
5.1 General requirements
5.1.1 The materials in contact with the filled medium shall be compatible with the medium.
5.1.2 Materials for welding structures shall have good weldability.
5.1.3 The material fabrication unit shall make clear and firm steel impression mark or adopt other traceable marking on the obvious position of the material.
5.1.4 The material fabrication unit shall provide the material using unit with the material quality certificate which shall be complete, clear and printed with traceable information identification.

c) working conditions, including service environment temperature, working temperature range, working pressure range, filling and discharging conditions and methods, filling and discharging pressure, additional loads, condition and state of transport carrier, etc.;
d) liquid tank container guideline or filled medium. If the liquid tank container is designed according to the guideline, the design conditions shall include at least the applicable guideline and corrosion allowance; if designed according to the medium, the design conditions shall include at least No., name, category, concentration, physical and chemical properties, hazardous characteristics, harmful substance content and the corrosion rate to tank materials thereof, etc.;
e) tank volume;
f) container dimensions and specifications;
g) expected service life;
h) geometry dimension requirements and nozzle orientation;
i) other necessary conditions for design, such as tank material selection, corrosion prevention, surface treatment and special test.
4.2.2 Design unit
4.2.2.1 The design unit shall complete the overall design of liquid tank container based on the risk assessment report and shall be responsible for the correctness and completeness of the design documents.
4.2.2.2 The design unit shall preserve all design documents within the design service life of liquid tank containers.
4.2.2.3 The design unit of pressurized liquid tank container shall hold the corresponding special equipment design license, and the management and use of its special seal for design shall meet the requirements of TSG R0005.
4.2.3 Fabrication unit
4.2.3.1 The tank containers shall be subjected to integrated fabrication, and the fabrication unit shall be responsible for the fabrication quality of them.
4.2.3.2 The fabrication unit of pressurized liquid tank containers shall hold the corresponding special equipment fabrication license.
4.2.3.3 The fabrication unit shall fabricate in accordance with the requirements of design documents; where the original design is modified, written certificate of the original design unit for agreement on modification shall be obtained, and the modified parts shall be recorded in detail.
4.2.3.4 The fabrication unit shall formulate a quality plan before fabrication, which shall at least include the fabrication process control points, inspection items and acceptance criteria of tank containers.
4.2.3.5 The fabrication unit shall carry out all inspections and tests according to the requirements of this standard, design drawings, technical documents and quality plans during and after the fabrication, provide corresponding reports and be responsible for the report correctness and completeness.
4.2.3.6 After the liquid tank containers pass the inspection, the fabrication unit shall issue product certificates.
4.2.3.7 The fabrication unit of pressurized liquid tank container shall receive the supervision and inspection on its fabrication process by the special equipment supervision and inspection organization and obtain the "certificate for fabrication supervision and inspection of special equipment" issued by the supervision and inspection unit for its products.
4.2.3.8 The liquid tank containers shall be subjected to sample container type test, and shall obtain the qualification certificate approved by the institution approved by the competent department.
4.2 3.9 The fabrication unit shall keep the following technical documents for each liquid tank container within the design service life for future reference:
a) original design drawings;
b) fabrication process drawing or card;
c) documents on welding process and heat treatment process of tank;
d) records on inspection and test items specified in the standard;
e) check, inspection and test records during and upon completion of fabrication;
f) ex-factory documents (in accordance with the requirements of Clause 12);
5 Materials
5.1 General requirements
5.1.1 The materials in contact with the filled medium shall be compatible with the medium.
5.1.2 Materials for welding structures shall have good weldability.
5.1.3 The material fabrication unit shall make clear and firm steel impression mark or adopt other traceable marking on the obvious position of the material.
5.1.4 The material fabrication unit shall provide the material using unit with the material quality certificate which shall be complete, clear and printed with traceable information identification.
