This document gives the interpretation of provisions of GB 31701-2015.
This document is for reference by manufacturers, distributors, shopping malls, e-commerce units, inspection and regulatory agencies, consumers and other interested parties in the use of GB 31701-2015.
2 Interpretation of provisions

This standard specifies the safety technical requirements, test methods, and inspection rules of the textile products for infants and children.

This paragraph is a brief introduction to GB 31701-2015, which summarizes the main contents of the standard in three aspects: safety technical requirements, test methods, and inspection rules.

This standard is applicable to the textile products for infants and children sold in China.
Note: Fabric and plush toys, fabric handicrafts, disposable sanitary products, bags, handbags and knapsacks, umbrellas, carpets, professional sportswear, etc. do not fall within the scope of this standard.

This paragraph clarifies the scope and objects of application of GB 31701-2015:
——"Sold in China" means that the products sold in China fall within the scope of the standard, regardless of whether they are produced in China or produced abroad and imported into China, including products sold in shopping malls, sold on the Internet, purchased by groups, and gifted or donated.
——"Textile products for infants and children" refer to textile products for infants aged 36 months and below to wear or use, and those for children aged over 3 through 14 years to wear or use. The textile products for children are subdivided into two age groups. See the table below for details:

The "Note" under this paragraph lists products that do not fall within the scope of GB 31701-2015, mainly including products in following three situations: 1) products that have mandatory national standards in other industries, such as fabric and plush toys and disposable sanitary products; 2) textile products with special uses, such as fabric handicrafts and professional sportswear; 3) products of light industry and other fields, such as bags, handbags and knapsacks, umbrellas, carpets, and tents. It is impossible to list all the inapplicable products in the "Note". Users of the standard may judge whether the products fall within the scope of application of GB 31701-2015 according to the tips given by the listed products.

Reference to standards means reference to one or more standard numbers or clause/subclause numbers in place of its/their detailed contents in the standard. The standards listed in this provision are the standards to be used in the implementation of GB 31701-2015, most of which are test method standards, including: color fastness to rubbing, washing procedure, flame spread rate, phthalates, total content of lead and cadmium, and sharpness of attached components; the others are product standards and general safety standards, including: down and feather, and general safety technical code. These standards are undated references, and their latest editions shall be adopted when using GB 31701-2015.
Note: The name of GB/T 20388 has been revised as Textiles - Determination of the phthalate content - Tetrahydrofuran method.
