1. Scope
This technical specification specifies the technical requirements, test methods, inspection and reinspection rules, packaging, marking, transportation and storage, and construction technological requirements of water soluble paints (both priming and finishing paints) for use on railway wagons.

3. Technical Requirements
The product properties shall be in accordance with those specified in Table 1.

Slight discoloration and fading are allowable
14 Freeze-thaw stability The paint shall be free from obvious pig shin as well as settling, gelling and caking phenomena
15 Resistance to salt spray (fog) (720h) Shall be free from foaming, rusting and shedding, and the unidirectional expanding corrosion at scratch shall be less than or equal to 2mm
16 Resistance to artificial weathering (200h) Shall be free from foaming, shedding, cracking and rusting. The discoloration shall be less than or equal to Grade 3 and the pulverization shall be less than or equal to Grade 2
4. Test Methods
4.1 Temperature and humidity values for conditioning and testing of specimens
According to those specified in CB/T 9278-2008, the templates for resistance to salt spray (fog) and resistance to artificial weathering shall be tested after being dried for 14d, and the templates for other properties shall be tested after being dried for 7d.
4.2 Paint preparation
The paint shall be prepared according to the method stated in GB/T 1727-1992, and the determination of dry film thickness shall be carried out according to those specified in GB/T 13452.2-2008, see Table 2.

4.3 Color and appearance of film
This item shall be visually inspected.
4.4 Drying time
According to those specified in GB/T 1728-1989, the surface dry shall be tested by adopting with Method A among the methods for determination of surface drying time and the complete dry shall be tested by adopting with Method B among the methods for determination of complete drying time.
4.5 Viscosity
The determination of viscosity shall be carried out according to those specified in TB/T 2707-1996. The viscosity of double-component paint shall be tested after these two components are mixed in proportion.
4.6 Fineness
The determination of fineness shall be carried out according to those specified in GB/T 6753.1-2007.
4.7 Non-volatile-matter content
The determination of non-volatile-matter content shall be carried out according to those specified in GB/T 1725-2007.
4.8 Sagging
The determination of sagging shall be carried out according to those specified in GB/T 9264-1988.
4.9 Bending property
The determination of bending property shall be carried out according to those specified in GB/T 6742-2007.
4.10 Impact resistance
The determination of impact resistance shall be carried out according to those specified in GB/T 1732-1993.
4.11 Cross cut test
This test shall be carried out according to those specified in GB/T 9286-1998, with a spacing of 1mm.
4.12 Cupping test
This test shall be carried out according to those specified in GB/T 9753-2007.
4.13 Heat resistance
The determination of heat resistance shall be carried out according to those specified in GB/T 1735-2009.
4.14 VOC content
The determination of VOC content shall be carried out according to those specified in ASTM D 3960-2005.
4.15 Freeze-thaw stability
The determination of freeze-thaw stability shall be carried out according to Method B as specified in GB/T 9268-2008.

4. Test Methods
4.1 Temperature and humidity values for conditioning and testing of specimens
According to those specified in CB/T 9278-2008, the templates for resistance to salt spray (fog) and resistance to artificial weathering shall be tested after being dried for 14d, and the templates for other properties shall be tested after being dried for 7d.
4.2 Paint preparation
The paint shall be prepared according to the method stated in GB/T 1727-1992, and the determination of dry film thickness shall be carried out according to those specified in GB/T 13452.2-2008, see Table 2.

4.3 Color and appearance of film
This item shall be visually inspected.

4.11 Cross cut test
This test shall be carried out according to those specified in GB/T 9286-1998, with a spacing of 1mm.
4.12 Cupping test
This test shall be carried out according to those specified in GB/T 9753-2007.
4.13 Heat resistance
The determination of heat resistance shall be carried out according to those specified in GB/T 1735-2009.
4.14 VOC content
The determination of VOC content shall be carried out according to those specified in ASTM D 3960-2005.
4.15 Freeze-thaw stability
The determination of freeze-thaw stability shall be carried out according to Method B as specified in GB/T 9268-2008.
