Article I The Measures is formulated according to "Implementation Measures for Water Intake Permit System" and "Water Conservancy Industrial Policy" with a view to promoting optimal allocation and sustainable utilization of water resources and guaranteeing reasonable use of water in construction projects.
Article II For constructed, renovated and extended construction projects that directly intake water from the river, lake or underground and need applying for a water intake permit (hereinafter referred to as "construction projects"), the Owner's organization of construction projects (hereinafter referred to as "the Owner's organization") shall, according to the requirements of the Measures, carry out water resources testimony of construction projects and prepare water resources testimony report of construction projects.
Article III During utilization of water resources, the construction projects must comply with the principles of rational development, economical use and effective protection, comprehensive planning for the river basin or area and special planning for water resources protection, and the approved water allocation scheme or agreement.
