1.0.1 The standard "Technical code for Projects of Municipal Waste Incineration" is formulated with a view to following out Scientific Outlook on Development, "Law of the Peoples' Republic of China on Prevention and Control of Environmental Pollution by Solid Waste" and the national rules related to municipal waste (hereafter referred to as "waste"), achieving the goal of hazard-free treatment, decrement and recycling in municipal waste treatment, and regulating the planning, design, construction, acceptance and operation of the municipal waste incineration and treatment projects.
1.0.2 This standard is applicable to new, rebuilt and extended projects of municipal waste treatment by incineration.
1.0.3 The scope of waste incineration project and the selection of engineering mode shall be determined according to the following factors: urban social and economic development, master city plan, environmental hygiene planning, waste quantity and characteristic, environmental protection requirement and applicability of incineration technology.
1.0.4 Matured, advanced and reliable technology and equipment shall be adopted in the construction of waste incineration project, to make the project to be of advanced process, reliable operation, pollution control, safety and hygiene, optimal land utilization, convenient maintenance, economic feasibility and management science. The heat energy generated by waste incineration shall be made most used of.
1.0.5 Besides the provisions of this standard, the construction of waste incineration project shall comply with the provisions of the related current national compulsory standards.
