1 General provisions
1.0.1 This specification is formulated in order to standardize the monitoring and control technology of urban heating system, ensure the safe, economic, energy-saving and environmental protection operation of urban heating system, and improve the operation and management level of urban heating system.
1.0.2 This specification is applicable to the design, construction, commissioning & debugging, acceptance, operation and maintenance of urban heating monitoring and controlling system.
1.0.3 The monitoring and control of urban heating system shall not only conform to this specification, but also conform to the current relevant national standards.
2 Terms
2.0.1
monitoring and controlling system
software system and hardware facilities that collect, monitor, regulate, and control the main parameters and equipment operating state of various components of the heating system (including heating source outlets, pipe networks, heating stations, and other key parts)

monitoring center
monitoring and controlling core hub that collects, processes, stores, transmits, retrieves, and displays information uploaded by local monitoring and controlling stations according to certain application purposes and rules, and issues monitoring instructions to each local monitoring and controlling station

system to realize local data acquisition, monitoring, control and communication
2.0.4

3 Base requirements
3.0.1 The monitoring and controlling system of urban heating shall include monitoring center, communication network and local monitoring and controlling station.
3.0.2 The setting of monitoring and controlling system shall meet the requirements of operation and management.
3.0.3 The units and effective digits of monitoring data shall be unified.
3.0.4 The network security of the monitoring and controlling system shall comply with the following requirements:
1 The communication network of the monitoring center shall take security isolation measures, and the network exit shall be equipped with hardware firewall;
2 The communication network between monitoring center and key local monitoring and controlling station shall adopt redundant design and set up standby channel;
3 The communication network of the monitoring center shall identify and manage the system administrators and operators at different levels, and audit the operation of the system administrators.
3.0.5 The monitoring and controlling system of the newly-built heating project shall be designed, constructed and debugged simultaneously with the main heating project.
3.0.6 The password use and management of urban heating monitoring and controlling system shall comply with the national password administration regulations.
4 Monitoring center
4.1 General requirements
4.1.1 The monitoring center shall be set up according to factors such as heating scale and management need.
4.1.2 The setting of the computer room of the monitoring center shall comply with relevant requirements of the current national standard GB 50174 Code for design of electronic information system room.
4.2 Functions
4.2.1 The monitoring center shall have the following functions:
1 Operation monitoring;
2 Scheduling management;
3 Energy consumption management;
4 Fault diagnosis and alarm processing;
5 Data storage, statistics and analysis;
6 Centralized display.
4.2.2 The monitoring operation module shall have the following functions:
1 Display the process flow and operation parameters;
2 Monitor the operating state of the local monitoring and controlling station in real time;
3 Receive and record the alarm information of local monitoring and controlling station in real time, and form an alarm log;
4 Support multi-level authority management;
