为了在房屋修缮工程施工中，贯彻执行国家的技术经济政策，做到技术先进、经济合理、安全适用、确保质量，恢复和提高现有房屋和设备的使用功能，延长房屋和设备的使用年限，制定本规程。本规程适用于城镇现有民用低层和多层房屋的修缮工程施工。
