0 Introduction
The Rules is formulated, in accordance with the basic requirements of laws and regulations about fire products market access, on the basis of security risk and certification risk of fire alarm products, and specifies basic principles and requirements for compulsory certification of fire alarm products.
The Rules is used in combination with universal implementation rules such as Implementation Rules of Compulsory Product Certification - Production Enterprise Classification Management, Certification Mode Selection and Determination, Implementation Rules of Compulsory Product Certification - Utilization of Inspection Resource and Other Certification Results of Production Enterprises, and Implementation Rules of Compulsory Product Certification - Universal Requirements for Factory Inspection issued by CNCA.
Certification authority shall, in accordance with the requirements of universal implementation rules and the Rules, formulate certification implementation rules and the Rules shall be put into force in combination with universal implementation rules.
Production enterprises shall ensure that their own certified products persistently meet the requirements of certification and applicable standards.
1 Application Scope
The Rules is applicable to fire alarm products, including: spot-type smoke detector, spot-type heat detector, stand alone smoke fire detector, manual fire alarm pushbutton, point ultraviolet flame detectors, special fire detector, line-type beam smoke fire detector, electric fire monitor system, fire display panel, fire sound and/or light alarm, fire alarm controller, automatic control system equipment for fire protection, fire roller shutter controller, line temperature sensitive detector, domestic fire alarm product, remote monitoring product for urban fire, alarm product for combustible gas, fire emergency lighting and evacuation indication product, fire safety signs, fire alarm receiving and dispatching equipment, 119 fire alarm device, and dynamic management device for fire vehicle.
2 Certification Standards
Certification standards are detailed in appendix Unit Division and Certification Standards for Compulsory Certification of Fire Alarm Product.
The above standards shall be the latest edition issued by the administrative department for standardization under the State Council in principle. Where other editions are needed, the standards in question shall be implemented in accordance with the announcement required by applicable relevant standards issued by CNCA.
3 Certification Mode
Basic certification mode for compulsory certification of fire alarm product:
Type test + inspection of enterprise quality assurance capacity and product consistency + sample inspection on production site after certification;
Certification authority shall, in accordance with the requirements of Implementation Rules of Compulsory Product Certification - Production Enterprise Classification Management, Certification Mode Selection and Determination, carry out classification management to production enterprise, add relevant elements such as follow-up inspection and sampling test or inspection in application field after certification (as appropriate), on the basis of basic certification mode, in combination with classification management result in order to determine certification mode applicable to certification client.
4 Certification Unit Division
The same producer (manufacturer) and production enterprise (factory), the same type and main circuit, in principle, are designed to be a certification unit.
Certification client shall propose certification entrustment according to unit division principles.
Certification unit division, see appendix Unit Division and Certification Standards for Compulsory Certification of Fire Alarm Product.
5 Certification Entrustment
5.1 Proposing and Acceptance of Certification Entrustment
Certification client shall propose certification entrustment to certification authority in a proper manner; the latter shall deal with the entrustment, and feed back acceptance or unacceptance information within the time limit of certification implementation rules.
Where the national laws and regulations and relevant industrial policies are not met, certification authority shall not accept relevant certification entrustment.
5.2 Application Information
Certification authority shall, according to the requirements of laws and regulations, standards and certification implementation, specify application information list (at least including certification application or contract, registration certificate of certification client/producer/production enterprise, etc.) in the certification implementation rules.
Certification client shall, according to the requirements of application information list in the certification implementation rules, provide the required information. Certification authority is responsible for examination, management, preservation and confidentiality of relevant information, and informs certification client of the examination result.
5.3 Implementation Arrangement
Certification authority and certification client shall come to an agreement upon relevant responsibility and arrangement in each link of certification implementation; the former shall, according to the requirements of the Rules and certification implementation rules, determine specific certification scheme and inform the certification client based on the actual condition and classification management of the production enterprise.

2 Certification Standards

5 Certification Entrustment
