CNCA-C18-01:2024 Compulsory Certification Implementation Rules -Fire Alarm Products 0 Introduction These Rules are formulated based on the safety risks and certification risks of fire alarm products among fire products, and specify the basic principles and requirements for implementing compulsory certification for fire alarm products used in public places and residences. Their purpose is to ensure that certified products continuously meet the requirements of laws, regulations and standards. These Rules are used together with the general implementation rules issued by the National Certification and Accreditation Administration (hereinafter referred to as "CNCA"), including the Compulsory Certification Implementation Rules - Classification Management of Manufacturers, Selection and Determination of Certification Modes, the Compulsory Certification Implementation Rules - Utilization of Manufacturers' Testing Resources and Other Certification Results, and the Compulsory Certification Implementation Rules - General Requirements for Factory Inspection. Certification bodies shall formulate detailed certification implementation rules in accordance with the requirements of the general implementation rules and these Rules, and shall implement them together with the general implementation rules and these Rules. Manufacturers shall ensure that the certified products they manufacture continuously meet certification requirements and the requirements of applicable standards. 1 Scope These Rules apply to fire alarm products used in public places and residences, mainly including the following types: point-type smoke fire detectors, point-type heat fire detectors, manual fire call points, point-type ultraviolet flame detectors, special fire detectors, line-type beam smoke fire detectors using an optical light beam, fire indicating panels, audible and/or visual fire alarm signaling appliances, fire alarm control units, household fire alarm products, self-contained smoke alarms, and combustible gas detection and alarm products. 2 Normative Standards for Certification The standards forming the basis for certification under these Rules are shown in the Annex Unit Division and Standards Serving as the Basis for Compulsory Certification of Fire Alarm Products. For standards used as the basis for certification testing, the latest editions issued by the national standardization administrative department shall be adopted. Where standards forming the basis are added or removed, or other versions of standards are used, the corresponding announcements issued by CNCA shall be followed. 3 Certification Mode 3.1 Basic Certification Mode The basic certification mode for compulsory certification of fire alarm products used in public places and residences is: type test + factory condition document review + post-certification surveillance. Products manufactured by enterprises that meet conditions such as regulated management, honesty and law observance, and stable product quality shall be certified according to the basic certification mode. 3.2 Certification Requirements Based on Risk Prevention To prevent certification risks, the certification body shall, based on the classification management results of manufacturers, add certification elements on the basis of factory condition document review, so as to determine the certification mode applicable to the certification client. Requirements for classification management of manufacturers and relevant requirements for adding certification elements shall be specified by the certification body in the detailed certification implementation rules. 3.3 Post-Certification Surveillance Post-certification surveillance methods are one or a combination of the following: post-certification follow-up inspection, post-certification production-site or port-site sampling testing or inspection, and post-certification on-site sampling testing or inspection. The certification body shall, in accordance with the requirements of the Compulsory Certification Implementation Rules - Classification Management of Manufacturers, Selection and Determination of Certification Modes, reasonably determine the post-certification surveillance provisions based on the enterprise classification management results. Relevant requirements shall be specified by the certification body in the detailed certification implementation rules. 4 Certification Unit Division Division of certification units shall comply with the relevant provisions in the Annex Unit Division and Standards Serving as the Basis for Compulsory Certification of Fire Alarm Products. The certification client shall submit the certification application according to the requirements for unit division. Identical products manufactured by the same producer and different manufacturers, or identical products manufactured by different producers and the same manufacturer, may be classified into the same certification unit. 5 Certification Application 5.1 Submission and Acceptance of the Certification Application The certification client shall submit the certification application to the certification body by an appropriate method. The certification body shall process the certification application and provide feedback on acceptance or non-acceptance within the time limits specified in the detailed certification implementation rules. The certification client shall be able to assume product-related quality responsibilities; the relevant manufacturer shall be able to carry out normal production and meet the requirements of national laws, regulations and relevant industrial policies. 5.2 Certification Application Documentation
