0.1 Terms and Definitions
0.1.1 Testing at Manufacturer's Premises (hereinafter referred to as TMP method)
The engineer from the designated laboratory conducts testing with the testing equipment of the factory laboratory; the factory shall dispatch testing personnel to assist. Relevant designated laboratory shall be responsible for approval and issuance of testing report.
0.1.2 Witnessed Manufacturer's Testing (hereinafter referred to as WMT method)
The engineer from the designated laboratory witnesses the testing conditions of the factory laboratory and all testings completed by the factory laboratory with its own equipment, or witnesses partial testing conditions and testing items in allusion to the testing plan submitted by the factory. Testing personnel of the factory laboratory is responsible to issue the original record and draft the testing report with the witness engineer from the designated laboratory according to the prescribed form. Relevant designated laboratory shall be responsible for approval and issuance of testing report.
0.1.3 ODM (Original Design Manufacturer)
The factory designing, processing and producing same products for one or more producer(s) by adopting the same quality assurance capacity requirements and the same product design, production process control and inspection requirements.
0.1.4 ODM initial certificate holder
The organization whose ODM product is initially provided with the product certificate.
0.1.5 OEM (Original Equipment Manufacturer)
The manufacturer producing certified products according to the design, production process control and inspection requirements provided by the client. The client may be the certification client or the producer; OEM produces certified products with OEM equipment according to the design, production process control and inspection requirements provided by the client.
0.2 Classification Management Requirements of Manufacturer
CQC collects and sorts various information related to the quality of certified product and its manufacturer to conduct dynamic classification management on the manufacturers. The certification client, producer and manufacturer shall cooperate.
The manufacturers are classified into four categories: Category A, Category B, Category C and Category D. CQC classifies and grades the manufacturers according to the following basic classification principles, and regularly or irregularly reclassifies and regrades the manufacturers according to various information, so as to realize dynamic management. In case of any change, documents published by CQC shall prevail. In principle, the manufacturer classification result shall be upgraded level by level in the order of D-C-B-A and degraded level by level in the order of A-B-C-D or be directly adjusted to the corresponding category after risk assessment.
Basic classification principles are as follows:
① Category A:
In principle, Category B enterprise provides compliance information to CQC; CQC conducts integrated risk assessment on the collected quality information and the information provided by the enterprise and determines the category result. The assessment shall at least cover the following aspects:
a) Factory inspection
No non-conformance item is discovered in the factory inspection for recent 2 years (including the current year).
b) Results of product testing and random inspection
No non-conformance item is discovered in the post-certification supervision and testing for recent 2 years (including the current year), and the conclusions of national, provincial and CCC special inspections are "acceptable".
c) Product post-certification testing capacity
The manufacturer shall possess post-certification testing capacity and pass the CQC's evaluation and examination.
d) R&D capacity
The manufacturer shall possess R&D capacity, such as participating in the formulation and reversion of electric welding machine standards, and possessing product patent of electric welding machine.
e) Other information related to the quality of the certified product and the manufacture.
