1 Introduction
The Detailed rules for implementation of compulsory product certification - Motor vehicles (hereinafter referred to as “the Rules”) is compiled according to the requirements of the Implementation rules for compulsory product certification - Motor vehicles (CNCA-C11-01:2014) (hereinafter referred to as “the Implementation rules for products”). The Rules is used in conjunction with the Implementation rules for products as a supporting document. Based on the principles of maintaining the validity of product certification, improving product quality, serving certified companies and controlling certification risks, the Rules is formulated and published according to the Implementation rules for products, the Implementation rules for compulsory product certification - Classification, management, certification modes selection and determination for production enterprises (CNCA-00C-003), the Implementation rules for compulsory product certification - Utilization of testing resources and other certification results of production enterprises (CNCA-00C-004), the Implementation rules for compulsory product certification - Requirements for factory’s quality assurance capacity (CNCA-00C-005), the Implementation rules for compulsory product certification - General requirements for factory inspection (CNCA-00C-006), and the quality manuals, procedure documents, work instructions and other relevant requirements of the China Quality Certification Center (hereinafter referred to as “CQC”).
The product scope and certification basis to which the Rules is applicable are consistent with those of the Implementation rules for products, and are adjusted according to the notices like catalog definition and catalog adjustment issued by the Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as the “CNCA”).
2 Terms and definitions
The terms and definitions related to motor vehicle products shall be applied according to Clause 2 of the Implementation rules for products; the terms and definitions related to certification shall be applied according to the Provisions on the management of compulsory product certification and the implementation rules.
3 Certification standards
The standards used for certification shall be in accordance with “Annex 1 Type test items and standards” hereto.
In principle, the standards used for certification and testing shall be the latest editions issued by the national competent administrative department of standardization. Any addition of new applicable standards, where necessary, shall be subject to the announcement issued by the CNCA on the requirements of relevant applicable standards. Any use of other editions of the standards, where necessary, shall be subject to the technical resolution by the Automotive and Parts Technical Expert Group (TC11) of CNCA.
The manufacturers shall also consciously implement and meet the requirements of laws, regulations and relevant standards on safety, environmental protection, energy saving and theft prevention of motor vehicle products promulgated by the Nation that are not (or partly not) included herein.
4 Principle of production enterprise classification
CQC classifies the production enterprises according to the Implementation rules for compulsory product certification - Classification, management, certification modes selection and determination for production enterprises (CNCA-00C-003) by collecting and sorting out all kinds of quality information related to certified products and their production enterprises. The applicant, producer (manufacturer) and production enterprise shall cooperate with CQC.
CQC classifies the production enterprises into four types, i.e., A, B, C and D respectively.
The quality information based on which the production enterprises are classified covers the following aspects at least:
(1) Conclusion of factory inspection, including initial factory inspection and post-certification follow-up inspection;
(2) Results of type test and supervision sampling testing (production site sampling or market sampling);
(3) Results of national or provincial quality supervision and random inspection, and conclusion of CCC special supervision and inspection;
(4) Cooperation condition on post-certification supervision of the applicant, producer (manufacturer) and production enterprise;
(5) Media exposure and quality information feedback from product users and the public;
(6) Quality condition of certified products;
(7) Product complaints, recalls, etc.;
(8) Other information.

5 Certification mode
CQC adopts differentiated certification modes according to different production methods, enterprise management levels and product characteristics in the specific implementation of type test, initial factory inspection and post-certification follow-up inspection according to the requirements of the Implementation rules for products and the Implementation rules for compulsory product certification - Classification, management, certification modes selection and determination for production enterprises (CNCA-00C-003).
5.1 Certification mode for mass-produced vehicles
Basic mode: Type test + initial factory inspection (enterprise quality assurance capacity and product consistency inspection) + post-certification supervision
The quality assurance capacity and product consistency inspection of mass-produced vehicles shall be carried out according to the mode of production conformity inspection;
