CQC-C1107-2014 Implementation Regulations for Compulsory Product Certification -- External Lighting and Light-signalling Devices for Motor Vehicles (English Version)
Implementation regulations for compulsory certification of external lighting and light-signalling devices for motor vehicles (hereinafter referred to as "the Regulations") are prepared in accordance with "Implementation Rules for Compulsory Product Certification - External Lighting and Light-signalling Devices for Motor Vehicles" (CNCA-C 11-07: 2014) (hereinafter referred to as "the Rules") and applied as an auxiliary document for the certification implementation rules .
Product range and certification basis applicable for the Regulations shall be consistent with relevant provisions in the Rules and shall be adjusted in accordance with announcements on definition and adjustment of contents issued by Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as CNCA).
CQC prepares and publishes the Regulations according to the requirements of the Rules, in line with the principles of maintaining the product certification effectiveness, improving product quality, servicing certification enterprise and controlling certification risk. The Regulations specifies the implementation requirements for compulsory product certification of external lighting and light-signalling devices for motor vehicles by establishing requirements for classification management of production enterprise in combination with production enterprise classification.
0.1 Terminologies and Definitions
0.1.1 External lighting and light-signalling devices: the devices designed to light road or send light signal to other road users (hereinafter referred to as "lighting fittings"). For definitions of various lighting fittings, see GB 4785, GB 18100 and corresponding standards specified in Attachment 4 of the Rules.
0.1.2 Testing at Production Enterprise's Premises (hereinafter referred to as TMP mode)
The testing is conducted by the engineer from the designated laboratory with the testing equipment of factory laboratory; the factory shall dispatch testing personnel to assist. Relevant designated laboratory shall be responsible for approval and issuing of testing report.
0.1.3 Witnessed Production Enterprise's Testing (hereinafter referred to as WMT mode)
The engineer from the designated laboratory witnesses the testing conditions of the factory laboratory and all tests completed by the factory laboratory with its own equipment, or partial testing conditions and testing items against the testing plan submitted by the factory. Testing personnel from the factory laboratory is responsible for issuing the original records and drafting the testing report with the engineers from the designated laboratory according to the prescribed form. Testing report is examined, approved and issued by the relevant designated laboratory.
0.2 Requirements for Classification Management of Production Enterprises
CQC acquires and reorganizes all kinds of information relevant to the quality of certified product and its production enterprise so as to realize classification management of the production enterprise in a dynamic way. Certification client, producer and production enterprise shall coordinate with CQC.
CQC classifies production enterprises into four categories, i.e. Category A, Category B, Category C and Category D.
The quality information on which production enterprise classification are based on contains at least the following:
(1) Factory inspection result (including initial factory inspection and post-certification follow-up inspection);
(2) Sample testing and/or supervision sampling testing results (including type test, production site sampling or market sampling) and sample authenticity;
(3) Results of national or provincial random inspection and CCC special random inspection;
(4) The cooperation of certification client, producer (manufacturer), production enterprise in post-certification supervision;
(5) Judicial decision, complaint, arbitration, media exposure and consumer quality information feedback;
(6) Quality condition of certified product;
(7) Other information.
