The Detailed Rules is prepared in accordance with and shall be used in conjunction with the requirements of Detailed rules for implementation of compulsory product certification - Decorations, Implementation rules for compulsory product certification - Classified management and certification modes selection and determination for production enterprises, Implementation rules for compulsory product certification - Utilization of testing resources and other certification results of production enterprises, and Implementation rules for compulsory product certification - General requirements for factory inspection.
The production enterprise shall ensure the continued compliance of its certified products with the requirements of the certification and applicable standards.
1 Application scope
The Detailed Rules is applicable to the following types of coatings:
1) Solvent-based woodware coatings
Polyurethane, nitro and alkyd solvent-based woodware coatings for interior decoration, including the solvent-based woodware coatings for factory coating of wood materials for interior decoration, and is not applicable to woodware coatings for exterior decoration.
2) Water-based interior architectural coatings
It is applicable to interior architectural coatings of buildings with cement and other non-metallic material (except wood materials) as the base material, which are prepared with synthetic resin emulsion, natural resin emulsion, etc. as the main film-forming substances with additives, water or co-solvents, etc., while not applicable to water-based exterior architectural coatings, putty, decorative board coatings, and inorganic powder coating materials for buildings.
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by CNCA.
2 Certification standards
1) Certification standards for solvent-based woodware coatings
GB 18581 Limit of harmful substances of woodware coatings
2) Certification standards for water-based interior architectural coatings
GB 18582 Limit of harmful substances of architectural wall coatings
For the above standards, in principle, the latest editions issued by the national standardization administrative department shall apply. When other versions of the standards need to be used, they shall be implemented in accordance with the announcement issued by the CNCA on the requirements of relevant applicable standards.
3 Certification modes
3.1 Two optional certification modes
The basic modes for compulsory product certification of coatings are as follows:
Enterprise quality assurance capability and product consistency inspection + type test + post-certification follow-up inspection. CQC shall implement classified management on production enterprises and, in the basic certification mode, combine the classified management results to add relevant elements such as sample testing or inspection at the production site as appropriate to determine the certification mode applicable to the applicant.
Compulsory product certification modes for coatings include:
Mode 1: Enterprise quality assurance capability and product consistency inspection + type test + post-certification follow-up inspection
Mode 2: Enterprise quality assurance capability and product consistency inspection + type test + post-certification follow-up inspection + supervisory sampling testing
3.2 Principles for selecting certification modes
CQC shall classify the production enterprises into four classes, i.e., A, B, C and D, and dynamically adjust the enterprise classification in the certification implementation process according to the quality information of products to be certified obtained in this process and the quality assurance status of the production enterprises.
CQC shall select the corresponding certification mode according to Table 1 based on the enterprise classification.
Production enterprises of Class A: Mode 1;
Production enterprises of Classes B, C and D: Mode 2.
4 Division of certification units
1) Division of units for solvent-based woodware coatings
In principle, solvent-based woodware coatings of different categories of different producers at different processing sites are regarded as different certification units, while varnishes and paints of the same producer at the same processing site and from the same main film-forming substance are respectively regarded as one certification unit.
The specific division of units is as follows: nitro varnish, nitro paint, alkyd varnish, alkyd paint, polyurethane varnish and polyurethane paint.
The division of unit groups is as follows: nitro unit group, alkyd unit group and polyurethane unit group.
2) Division of units for water-based interior architectural coatings
In principle, water-based interior architectural coatings are regarded as one unit. Water-based interior architectural coatings of different producers at different processing sites are regarded as different certification units.
5 Certification application
5.1 Proposing and acceptance of certification application
The applicant shall submit the certification application to CQC with relevant data.
After receiving the data submitted by the applicant, CQC shall be responsible for reviewing, managing, preserving and keeping the relevant information confidential.
After completing the data review, CQC shall feed back the review results to the applicant (accepted, rejected or accepted after data supplementation). CQC shall not accept the application not complying with the requirements of the national laws & regulations and relevant industrial policies, or that submitted by an enterprise included in the relevant list of subjects with serious dishonesty in national credit information system.
5.2 Application data
The applicant shall submit the following data:
1) application form for certification;
2) registration certificates of the applicant, producer and production enterprise, such as business license;
