Certification rules for interior material of motor vehicles
1 Application scope
The Rules are applicable to interior and exterior materials (hereinafter referred to as interior materials) made of organic materials or organic composite materials used in automobiles, motorcycles and electric bicycles. It may also be used as reference for products made of organic materials or organic composite materials used on off-road vehicles (such as construction machinery, agricultural machinery, etc.).
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by the China Quality Certification Centre (CQC).
2 Certification mode
The certification modes of vehicle interior material products are as follows:
Certification mode 1: type test + production conformity inspection + post-certification supervision. It is applicable to all products.
The basic certification steps include:
a. Application for certification
b. Type test
c. Production conformity inspection
d. Evaluation and approval of certification results
e. Post-certification supervision
According to the different organization and production modes and product characteristics of products, differentiated production conformity inspection and post-certification supervision may be adopted in specific implementation.
Certification mode 2: type test + initial factory inspection + post-certification supervision. It is applicable to aftermarket products and interior and exterior materials for motorcycles, electric bicycles and other vehicles.

d. Evaluation and approval of certification results
e. Post-certification supervision
Certification mode 3: type test + post-certification supervision. It is only applicable to aftermarket products.

3 Application for certification
3.1 Certification unit division
In principle, vehicle interior material products produced by the same producer (manufacturer) and the same manufacturing enterprise (workplace) without significant differences in the following aspects are regarded as one certification unit:
(1) Structure of the product (number of layers or pieces);
(2) Material, thickness and processing technology of each layer of materials;
(3) Connection mode between layers (or pieces).
The applicant shall file the application for certification according to the principle of unit division. Multiple models of products may be included in the same unit. The same model refers to the products that have no impact on the standard compliance in design.
The same products produced by the same producer and different manufacturing enterprise (they shall be manufactured with the same production process and the same key parts by the same raw material suppliers), or the same products produced by different producer and the same manufacturing enterprise, shall be divided into different application units, however, the type test may only be carried out on the sample of one unit. For the products of other manufacturing enterprises/producers, the data shall be provided for conformity inspection.
