1 General Provisions
1.0.1 This specification is prepared to promote the reform of Beijing heat metering and reach the target of heat metering for central heating system and further to save energy and reduce consumption while keeping the heating quality. This specification specifies the heat metering and the energy-saving technology in the design application to reach advanced technology, cost-effectiveness, safety and usability and to ensure project quality.
1.0.2 This specification is applicable to newly-built and reconstructed and expanded civil building engineering in Beijing and also the energy saving reconstruction engineering for the existing buildings.
1.0.3 Design of heat metering shall not only meet the requirements of this specification, but also comply with those in the current relevant ones of the nation and Beijing City.
2 Terms
2.0.1 Heat metering device
A general term for heat measuring device which is used to manage and monitor the heating system, heat meter which is used to measure heat at the heat settlement site and all heat allocation apparatuses.
2.0.2 Heat measuring device
Specially refer to heat meter located at heat source and heating station or other device in which the heat is measurable.
2.0.3 Heat meter
Instrument to measure and display the heat energy released or absorbed by the water flow through the heat exchange system, which consists of flow sensor, calculator and matched temperature sensor. It is called combined heat meter when it is composed of parts while it is called integral heat meter if it is indecomposable.
2.0.4 Heat settlement site
The position where the heat supplier and the consumer make a settlement through the calorie value measured by the heat meter.
2.0.5 Heat metering in consumers
With a residential household (suit) as a unit, it includes heat allocation metering or metering of the heating load in each consumer by directly metering using the heat meter.
2.0.6 Heat allocation
Method of heat metering in consumers in which the customer's heat allocation is calculated according to the ratio of each consumer's heating load to the total heating load by using the measuring recorder arranged within the consumer among each independent accounting customer in the heat settlement site (generally within the buildings).
2.0.7 Primary water and secondary water
In the heating system indirectly by heat exchanger, the primary water is the heat medium circulating water at heat source side and secondary water is that at the consumer side. The corresponding circulating water pump is called as primary circulating pump and secondary circulating pump, i.e. primary pump and secondary pump for short.
2.0.8 Primary pump and secondary pump
In the direct heating system by heat source, the primary pump is circulating water pump at heat source side while secondary pump is that at the external or consumer side.
2.0.9 Hydraulic balancing valve
In the central heating/air conditioning circulating water system, regulating valve dedicated to make the hydraulic pipeline in a hydraulic power balance by measuring flow through the valve with a flow measuring instrument and by manually regulating the valve resistance, i.e. balance valve for short.
2.0.10 Self-operate differential pressure control valve
A self-operate regulating valve without driven by external power and capable of automatically keeping the pressure difference constant in certain pressure differential range, i.e. differential pressure control valve or constant pressure difference valve for short.
2.0.11 Self-operate flow limiter
