本标准规定了镁质耐火材料工业生产企业或生产设施的颗粒物、SO2、NO2的排放限值、监测和监控要求，以及标准的实施与监督等相关规定。
本标准适用于辽宁省行政区域内镁质耐火材料工业企业的大气污染物排放管理，以及镁质耐火材料工业建设项目的环境影响评价、环境保护设施设计、环境保护工程竣工验收、排污许可证核发及其投产后的大气污染物排放管理。
本标准不适用于镁质耐火材料工业原辅材料的开采及选矿过程的大气污染物排放管理。
