为规范地源与低温余热水源热泵系统应用技术，确保系统运行安全可靠，制定本规程。
本规程适用于采用蒸气压缩热泵技术，以水或添加防冻剂的水溶液为传热介质，以岩土体、地下水及低温余热水作为低温热源进行供热或供生活热水，或以岩土体、地下水、地表水作为高温热源进行供冷的热泵系统的设计、施工及验收。
地源与低温余热水源热泵系统工程的设计、施工及验收除符合本规程外，尚应符合国家及吉林省现行有关标准的规定。
