本文件规定了高速公路建设项目（以下简称“项目”）档案管理的总体原则和要求、项目档案工作职责、制度规范建设、项目文件形成、项目文件收集、项目文件整理、项目竣工图的编制、项目文件的审查与归档、项目档案的汇总与移交、项目档案登记、项目档案专项验收。
本文件适用于江苏省境内新建、改建和扩建高速公路建设项目档案管理，独立桥梁、独立隧道项目以及其他公路建设项目可参照执行。
