1 Subject Content and Application Scope 1.1 This standard specifies specified emission limits of water pollutants and the relevant requirements. 1.2 This standard is applicable to all units discharging water pollutants (hereinafter referred to as "pollution discharge") in the administrative region of Sichuan Province. 1.3 The "new" pollutant discharging units mentioned in this standard refer to those being constructed, extended and renovated and subjected to technical renovation approved after the issuing of this standard; the "existing" pollutant discharging units refer to those having been constructed, under construction and been approved before the issuing of this standard. 2 Categorization and Grading in this Standard 2.1 Categorization of waters Based on the self-purification capacity in dilution and specific water quality, this standard divides the surface waters in Sichuan into three categories which are as shown in Table 1.
