DG/TJ 08-2090-2024 1 General provisions
1.0.1 This standard is formulated with a view to implementing the concept of green development, advancing the high-quality development of green buildings in Shanghai, saving the resources, protecting the environment, and meeting the people's growing needs for a better life.
1.0.2 This standard is applicable to the assessment on green performance of civil buildings in Shanghai.
1.0.3 The assessment of green buildings shall be conducted comprehensively in terms of the building's performance such as safety and durability, health and comfort, occupant convenience, resources saving, and environment livability throughout its full life cycle in accordance with local conditions and by combining the climate, environment, resources, economy, culture, and other characteristics of the region where the building is located.
1.0.4 Green buildings shall be subjected to site design and building layout in combination with topography and landforms. The building layout shall be adapted to the climatic conditions and geographical environment of the site, and the wind, light, thermal, and acoustic environments of the site shall be rationally integrated and utilized.
1.0.5 In addition to the requirements stipulated in this standard, the assessment of green buildings shall also comply with those stipulated in the current relevant national and professional standards as well as the current relevant standards of Shanghai Municipality.
2 Terms
2.0.1 green building
high-quality building that is able to save the resources, protect the environment and reduce pollution to provide people with a healthy, suitable and high-performance usable spaces and maximally realize harmonious coexistence between humans and nature throughout its full life cycle
2.0.2 green performance
comprehensive performance of a building in terms of safety and durability, health and comfort, occupant convenience, resources saving (i.e., land saving, energy saving, water saving, and material saving), environment livability, etc.
2.0.3 decorated
level of decoration where, prior to delivery, for housing buildings, all interior walls, ceilings, and floors have been completely tiled or painted, and doors, windows, fixed furniture, equipment pipelines, switch sockets, as well as kitchen and bathroom fixtures have been installed in place; for public buildings, all fixed surfaces in public areas have been completely tiled or painted, and basic equipment for water supply, heating, electricity, and ventilation has been fully installed in place
2.0.4 heat island intensity
characterization parameter of the urban heat island effect, expressed by the difference in the air temperature between an area within a city and its suburb area, specifically by the difference in air temperature between the typical measuring points in the two areas
2.0.5 waste reutilized building material
building material produced using waste, among other raw materials, under the premise of meeting safety and use performance requirements
2.0.6 green building material
building material product with the characteristics of energy-saving, emission reduction, safety, health, convenience, and recyclability, which can reduce resource consumption and mitigate the impact on the ecological environment throughout its full life cycle
3 Basic requirements
3.1 General requirements
3.1.1 The assessment of green buildings shall take a single building or a building complex as the assessment object. During the assessment of a single building, all indicators involving systematic and holistic aspects shall be assessed based on the overall engineering project to which the building belongs.
3.1.2 The assessment of green buildings shall be conducted after the completion of the building engineering, while the pre-assessment of green buildings shall be conducted after the completion of the construction drawing design of the building engineering.
3.1.3 The assessment applicant shall conduct a full life-cycle technical and economic analysis of the building under assessment, select appropriate technologies, equipment, and materials, exercise full-process control over the planning, design, construction, and operation stages, and submit corresponding analysis and test reports and relevant documents during assessment. The applicant shall be responsible for the authenticity and integrity of the information it submits.
3.1.4 During the assessment of green buildings, the relevant information and documents submitted by the applicant shall be reviewed and subjected to necessary on-site verification according to the assessment requirements at different stages. An assessment report shall be issued to determine the grade.
3.1.5 For building projects applying for green financial services, calculation and explanation shall be conducted in terms of energy-saving measures, water-saving measures, building energy consumption, carbon emissions, etc., and a special report shall be formed.
3.1.6 For green buildings, a dedicated green building design plan shall be provided in the construction drawing design stage, and a green building user manual shall be provided upon delivery.
3.2 Assessment and rating
3.2.1 The green building assessment indicator system shall consist of five categories of indicators: safety and durability, health and comfort, occupant convenience, resources saving, and environment livability. Each category shall include both prerequisite items and scoring items. The assessment indicator system shall also be uniformly provided with bonus items, as given in Clause 9 "Promotion and innovation" hereof.
3.2.2 The assessment results of the prerequisite items shall be either "pass" or "fail", and those of the scoring items and bonus items shall be numerical scores.
