1.1 In order to guarantee the employees' safety and health in the production as well as the safe operation of electric power systems, power generation, supply and distribution equipment, this Regulation was formulated on the basis of practical experiences in electricity production over the years. The leading cadres and staff engaged with electrical work of all organizations are requested to comply with this Regulation strictly. 1.2 Everyone is responsible for the safety production. The leaders at all levels must set themselves as examples for the others first, and then mobilize, and relying on the mass to utilize the safety supervision organizations as well as the safety organizations jointed by the mass to keep strict supervision of the implementation of this Regulation. 1.3 This Regulation is applicable to all the personnel who work in power generation, transformation, transmission, distribution and users' electrical equipment under operation (including infrastructure installation personnel). The organizations may prepare supplementary provisions to this Regulation according to the site conditions and implement such provisions after the approval of the leader (the Chief Engineer) in charge of the production of its factory (bureau). The so-called operating electrical equipment refers to the electrical equipment with voltage or part of it with voltage and that with voltage once operated. 1.4 The electrical equipment can be classified into high-voltage electrical equipment and low-voltage electrical equipment: High-voltage electrical equipment: with the voltage to ground higher than 250V; Low-voltage electrical equipment: with the voltage to ground of 250V or below. 1.5 Personnel engaged in electrical work must meet the following requirements: 1.5.1 Verified by physician to be without diseases affecting his/her work (subject to the physical examination once about two years); 1.5.2 Master necessary electricity knowledge, be familiar with the requirements of relevant parts of "Safety Code of Electric Power Industry" (namely, Electric Part of Power Plants and Transformer Substations, Part of Electric Lines and Thermal and Machine), and has passed examination according to the posts and job category; 1.5.3 Master Emergency Aid Method ( Appendix G), especially master first aid for electric shock. 1.6 Personnel engaged in electrical work shall be examined on this Regulation once a year. Those who stop electrical work continuously for more than three months due to some reasons must review this Regulation again and can resume work only after examination qualification. Personnel engaged in live operation shall be subject to special training and take their job after passing exams and being approved by leaders. The newly-engaged personnel in electrical work, trainees, and personnel taking the work temporarily (such as cadres and temporary workers etc.) must be educated regarding the safety knowledge before participating in the designated on-site work, and they are not allowed to work by themselves. As for the personnel engaged in electrical work who is sent by other organization, the introduction to the wiring of on-site electrical equipment and relevant safety measures shall be given to them before working. 1.7 Any worker who finds violation(s) to this code serious enough to threaten the personal and equipment safety shall stop such violation immediately. 1.8 Praise and incentive shall be given to those who comply with this Regulation earnestly. Those who violate this Regulation must be earnestly analyzed, given strengthened education and be seriously treated according to different conditions. Those causing severe accidents shall be given administrative and criminal sanction according to seriousness of the case. 1.9 The safety appliance referred to in this Regulation must meet the requirements specified in Appendixes E and F.
