为做好水工建筑物的抗震设计，减轻地震破坏及防止次生灾害，特制定本规范。适用范围：1）主要适用于设计烈度为6、7、8、9度的1、2、2级的碾压式土石坝、混凝土重力坝、混凝土拱坝、平原地区水闸、溢洪道、地下结构、进水塔、水电站压力钢管和地面厂房等水工建筑物的抗震设计。2）设计烈度为6度时，可不进行抗震计算，但对１级水工建筑物仍应按本规范采取适当的抗震措施。3）设计烈度高于9度的水工建筑物或高度大于250ｍ的壅水建筑物，其抗震安全性应进行专门研究论证后，报主管部门审查、批准。
