1 General
1.0.1 This specification is formulated to standardize the acceptance of thermal power engineering reaching the standards and put into production, and improve the engineering construction quality and the overall engineering handover level.
1.0.2 This specification is applicable to newly-built and expanded thermal power engineering and nuclear power conventional island works.
1.0.3 For thermal power engineering construction, quality conformity acceptance shall be carried out by combining quantitative index comparison and comprehensive inspection according to this specification in terms of the compliance of engineering construction procedures, the effectiveness of whole-process quality control and the overall engineering quality after the unit is put into production.
1.0.4 The construction of thermal power engineering shall be planned in advance to realized supervision by government departments, regulation by development organization, audit by the supervision organization, and monitoring by the survey, design and construction organizations according to the principle of whole-process quality control.
1.0.5 In addition to this specification, the acceptance of thermal power engineering reaching the standard and put into production shall also meet the requirements stipulated in the current relevant standards of China.

3 Basic requirements
3.0.1 Before the commencement of the engineering, the development organization shall formulate a plan for the project to reach the standard and put into production, and shall specify the requirements for reaching the standard and putting into production in the engineering contract.
3.0.2 The development organization shall organize the participating construction organizations to prepare detailed implementation rules to reach the standard and put into production, and shall organize the implementation in the construction process.
3.0.3 The acceptance when reaching the standard and put into production is divided into two stages: preliminary inspection and re-inspection. The preliminary inspection shall be carried out on a single unit basis. If multiple units are built synchronously, the common part shall be included in the first unit for preliminary inspection. The re-inspection may be applied based on one or more units at the same time. In case of application for multiple units, they shall be re-inspected one by one, and their common part shall be included in the re-inspection of the first unit put into production. The auxiliary utility system for the units subsequently put into production shall be re-inspected synchronously with the units subsequently put into production.
3.0.4 The preliminary inspection when reaching the standard and put into production shall be conducted before the whole unit set is started. The re-inspection when reaching the standard and put into production shall be carried out within 12 months after the unit is handed over and put into production and after all the unit performance test items are completed.
3.0.5 The preliminary inspection and re-inspection when reaching the standard and put into production shall be carried out for acceptance according to the provisions of clause 4, including “4.1 Occupational health and safety and environmental management", "4.2 Civil engineering quality", "4.3 Engineering quality of boiler unit", "4.4 Engineering quality of turbine generator unit", "4.5 Quality of electric and thermal instruments and control devices", "4.6 Commissioning test, performance test and main technical criteria" and "4.7 Comprehensive engineering management and archives". The "inspection contents" of preliminary inspection for which the inspection and acceptance conditions are not adequate shall be carried out during re-inspection.
3.0.6 The inspection and acceptance contents listed in the 7 parts in clause 4 of this specification are not mandatory if there is no such item in the project concerned.
3.0.7 The nature of "inspection contents" in the inspection and acceptance form of the 7 parts in clause 4 of this specification is "general" except for those labeled "dominant".
3.0.8 For the same “inspection contents” of the "main project documents" in Table 4.7 as those in the inspection and acceptance forms of the other 6 parts in clause 4 of this specification, the inspection and acceptance for comprehensive engineering management and archives shall focus on checking the integrity and systematicness of the documents, while the other 6 parts shall focus on checking the authenticity and correctness of the technical contents.
3.0.9 During the engineering construction, the development organization shall organize all participating construction organizations to carry out whole-process quality control according to this specification.
