DL/T 5383-2007 Technical specification of wind power plant design 1 Scope This standard specifies the basic technical requirements for wind power plant design. This standard is applicable to the design of wind power plant with an installed capacity of 5MW and above. 2 Normative References The following normative documents contain provisions which, through reference in this standard, constitute provisions of this standard. For dated references, subsequent amendments to (excluding correction to), or revisions of, any of these publications do not apply. However, parties to agreements based on this standard are encouraged to investigate the possibility of applying the most recent editions of the standards indicated below. For undated references, the latest edition of the document referred to applies. GB 50059 Design code for substation (35~110kv) GB 50061 Code for design of 66kV or under overhead electrical power transmission line DL/T 5092 Technical code for designing 110~500kV overhead transmission line DL/T 5218 Technical code for designing 220kV~500kV substation 3 General 3.0.1 The design of wind power plant shall be implemented according to the relevant policies of China and shall meet the requirements of safety, reliability, advanced technology and economic rationality. 3.0.2 The design of wind power plant shall be combined with the medium and long term development plan of the project, and the relationship between the short term construction and the long term development shall be correctly handled. The possibility of later development and expansion shall be taken into account. 3.0.3 The design of wind power plant must adhere to the principle of land conservation. 3.0.4 The design of wind power plant shall be based on the principle of environmental protection of the site and reduce the damage to ground vegetation. 3.0.5 The design of wind power plant shall consider making full use of existing facilities in the site to avoid duplication of construction. 3.0.6 The design of wind power plant shall be based on the principle of "energy saving and consumption reduction", using advanced technologies and advanced methods to reduce losses. 3.0.7 In addition to those specified in this specification, the design of wind power plant shall also meet the requirements of the current relevant standards and specifications of China. 4 Overall layout of wind power plant 4.0.1 Basis for the overall layout of wind power plant: feasibility study report, access system plan, land requisition and occupation approval document, geological survey report, environmental impact assessment report, soil and water conservation assessment report, national, local and industrial laws, regulations and other technical data.
