本标准是依据原国家经济贸易委员会《关于下达2002年度电力行业标准制、修订计划项目的通知》（电力[2002]937号文）的要求制定的。 本标准规定了火力发电厂凝汽器化学清洗及成膜的技术要求、工艺、质量指标和试验方法。 本标准适用于铜、铜合金管以及不锈钢管制成的凝汽器水侧表面结有污垢的化学清洗及成膜，本标准不适用于钛管及钛合金管的凝汽器清洗。
