1 Scope This Standard specifies basic requirements on physical protection of nuclear material and nuclear facilities. This Standard is applicable to design, operation, maintenance, upgrading and reconstruction of physical protection system (PPS) of nuclear material and nuclear facilities. 2 Normative References The following standards contain provisions which, through reference in this text, constitute provisions of this standard. For dated reference, subsequent amendments to (excluding correction to), or revisions of, any of these publications do not apply. However, the parties whose enter into agreement according to this Standard are encouraged to research whether the latest editions hereof are applied or not. For undated references, the latest edition of the normative document referred to applies. "Provisions on Physical Protection for International Transportation of Nuclear Materials" (Gong Tong Zi [1994] No. 60), issued by the China Atomic Energy Authority of the Ministry of Public Security 3 Terms and Definitions For the purposes of this Standard, the following terms and definitions apply. 3.1 Nuclear material Uranium-235, and uranium-235 contained materials and products; uranium-233, uranium-233 contained materials and products; plutonium-239, plutonium-239 contained materials and products; tritium, tritium contained materials and products; lithium-6, lithium-6 contained materials and products; other nuclear materials to be controlled. 3.2 Nuclear facilities Facilities, including relevant building and equipment, in which nuclear materials are produced, machined, used, treated, stored and/or disposed, sabotage or interference to which may result in significant quantity of radiation or radioactive material release. 3.3 Physical protection Methods and/or measures to prevent and stop clique robbery, stealing and unauthorized removal of nuclear materials, or sabotage to nuclear facility or nuclear material. 3.4 Physical protection system (PPS) Comprehensive security, composed of detection, delay and response, that is applied to prevent and stop clique robbery, stealing and unauthorized removal of nuclear materials, or sabotage to nuclear facility or nuclear material. 3.5 Defence in depth Multiple different or similar blockage that enemy has to break through or go around to realize its intrigue. 3.6 Balanced protection Protection mode that equivalent effective protection can be provided in all invasion routes.
