本标准规定了铀、钍矿开采和选冶过程中产生的放射性废物的安全管理、控制原则和要求，也规定了废物管理设施设计、运行、退役等的一般要求。本标准适用于所有新建、改建、扩建的铀、钍矿冶设施运行和退役中产生的放射性废物的管理。对于在役的铀、钍矿冶设施的放射性废物的管理和非铀、钍矿采冶作业产生的、具放射性核素的含量超过有关标准规定的废物的管理，亦应参照执行。
