1 Scope
This standard specifies the limits, measurement methods and the determination of identical type of fuel consumption for motorcycles and mopeds.
This document applies to motorcycles and mopeds fitted with spark-ignition engines, three-wheeled motorcycles fitted with compression-ignition engines, as well as hybrid electric motorcycles and hybrid electric mopeds (hereinafter referred to as "vehicles" except under special circumstances).
This document does not apply to vehicles that run only on gaseous fuels or alcohol fuels.

3 Terms and definitions
For the purpose of this document, the terms and definitions given in GB/T 5359.4, GB 14622-2026 and the following apply.
3.1
power⁃to⁃mass ratio; PMR
ratio of the maximum net power of the engine to the sum of the vehicle's kerb mass plus 75 kg of driver’s mass
Note: It is calculated according to formula (1), in watts per kilogram (W/kg), and the calculated value shall be retained to one decimal place.

4 Limits of fuel consumption
4.1 For two-wheeled motorcycles and sidecar motorcycles fitted with spark-ignition engines, if a hand/foot-operated transmission is used, the fuel consumption limits shall comply with the provisions of Table 1; if an automatic transmission is used, the fuel consumption limits shall comply with the provisions of Table 2.

4.2 The limits of fuel consumption for right three-wheeled motorcycles with spark-ignition engines shall meet the requirements of Table 3. The limits of fuel consumption for right three-wheeled motorcycles with compression-ignition engines shall meet the requirements of Table 4.

4.3 The limits of fuel consumption for mopeds with spark-ignition engines shall meet the requirements of Table 5.

4.4 The fuel consumption of hybrid electric vehicles shall meet the corresponding limit requirements in Tables 1 to 5.
5 Measurement methods of fuel consumption
5.1 General requirements
5.1.1 Test vehicle
5.1.1.1 The manufacturer or its authorized agent shall submit product description information in accordance with those specified in GB 14622-2026.
5.1.1.2 During the test, the condition of the test vehicle shall meet the relevant provisions of C.1.2.3.1 of GB 14622-2026. Vehicle classification shall comply with the relevant provisions of C.1.2.3.2 of GB 14622-2026. Sidecar motorcycles shall comply with the relevant provisions of C.1.2.4.4 of GB 14622-2026. During the test, the inspection body shall confirm that the emission status of the vehicle meets the Type I emission test limit requirements for that vehicle model.
5.1.2 Driver
During the test, the driver shall wear well‑fitting clothing and may wear a protective helmet, eye protection and gloves, etc.
The mass of the driver after dressing shall be 75 kg ± 5 kg.
5.1.3 Fuel and lubricating oil
5.1.3.1 The fuel specified in Annex K of GB 14622-2026 shall be used.
5.1.3.2 The engine lubricating oil shall be provided according to the grade and quantity specified in the manufacturer’s technical documentation.
5.1.4 Environmental conditions
The test environmental conditions shall meet the requirements of C.1.2.2 in GB 14622-2026.
5.2 Measurement of fuel consumption
5.2.1 Test cycles
Setting and test shall be carried out according to the test cycle specified in Annex CA of GB 14622-2026.
Gear shift operations shall be set according to Annex CB of GB 14622-2026.
5.2.2 Test equipment
5.2.2.1 Chassis dynamometer
The main characteristics shall be set according to Annex CD of GB 14622-2026.
5.2.2.2 Fuel consumption measurement device
One of the methods in Annex A shall be selected to measure the fuel consumption of the vehicle.
When carbon balance measurement method is adopted, the exhaust gas sampling and volume measurement equipment, analysis equipment, instruments and measurement accuracy shall comply with the provisions of Annex CE of GB 14622-2026.
5.2.3 Test procedure
Follow the procedure specified in C.1 of GB 14622-2026.
5.2.4 Test results
5.2.4.1 The calculation method for fuel consumption of different measurement devices is specified in A.3. When the carbon balance measurement method is adopted, the fuel consumption shall be calculated according to the following formula based on the emission results obtained from the calculation method for gaseous pollutant emissions in Annex CF of GB 14622-2026.

1 Scope

4 Limits of fuel consumption
4.1 For two-wheeled motorcycles and sidecar motorcycles fitted with spark-ignition engines, if a hand/foot-operated transmission is used, the fuel consumption limits shall comply with the provisions of Table 1; if an automatic transmission is used, the fuel consumption limits shall comply with the provisions of Table 2.

4.2 The limits of fuel consumption for right three-wheeled motorcycles with spark-ignition engines shall meet the requirements of Table 3. The limits of fuel consumption for right three-wheeled motorcycles with compression-ignition engines shall meet the requirements of Table 4.

4.4 The fuel consumption of hybrid electric vehicles shall meet the corresponding limit requirements in Tables 1 to 5.
5 Measurement methods of fuel consumption
5.1 General requirements
5.1.1 Test vehicle
5.1.1.1 The manufacturer or its authorized agent shall submit product description information in accordance with those specified in GB 14622-2026.
5.1.1.2 During the test, the condition of the test vehicle shall meet the relevant provisions of C.1.2.3.1 of GB 14622-2026.
