Safety technical requirements for nonmetallic products for coal mining
1 Scope
This document defines the terms and definitions of flame retardance, antistatic property, surface resistance, specific optical density, nonmetallic products, flaming combustion and nonflaming combustion, specifies the requirements and inspection rules for nonmetallic products for coal mining, and describes the corresponding test methods.
This document applies to nonmetallic products for use in underground coal mines (hereinafter referred to as "products"), such as conveyor belts, ventilation ducts, pipes, etc.
This document does not apply to cables or tyres.
2 Normative references
The contents of the following documents constitute indispensable provisions of this document through normative references. For dated references, only the edition cited applies. For undated references, the latest edition (including any amendments) applies.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 flame retardance
Characteristic of a material that delays ignition or that inhibits, retards or terminates the propagation of flame.
3.2 antistatic property
Characteristic of a product that conducts electrostatic charges and prevents the occurrence of spark discharge.
3.3 surface resistance
The ratio of the voltage applied to two electrodes on the surface of a specimen to the current flowing between the two electrodes after a specified electrification time.
NOTE 1: Unless otherwise specified, surface resistance is measured 1 min after the start of electrification, ignoring any polarisation that may develop on the electrodes.
NOTE 2: The current usually flows mainly through a surface layer of the specimen, but also includes components flowing through the volume of the specimen.
3.4 specific optical density Dₛ
3.5
nonmetallic products
Products for use in underground coal mines that are artificially synthesised from polymer materials with various additives, or that contain such critical nonmetallic components.
NOTE: Examples include conveyor belts, ventilation ducts, plastic pipes, resin anchors, hoses, rubber coatings, plastic or fibre reinforced protective nets, etc.
3.6
flaming combustion
The phenomenon of persistent flame on a specimen after the ignition source is removed.
3.7
flameless combustion
The phenomenon of persistent glowing on a specimen after the flame has been extinguished following removal of the ignition source.
4 Requirements
4.1 General requirements
4.1.1 The safety characteristics of the product shall be specified in the product standard and shall include mechanical characteristics, flame retardancy and antistatic properties, weather resistance, environmental safety and other safety aspects.
4.1.2 Mechanical characteristics shall include the following:
—— Tensile performance;
—— Crush resistance performance;
—— Impulse performance.
4.1.3 Flame retardancy and antistatic properties shall include the following:
—— Flame retardance;
—— Antistatic property.
4.1.4 Weather resistance shall include the following:
—— Flame retardance weather resistance;
—— Antistatic weather resistance.
4.1.5 Environmental safety characteristics shall include the following:
—— Radiation level;
—— Smoke density performance;
—— Smoke toxicity performance.
4.1.6 In addition to the above safety characteristics, the following items shall be specified in the product instruction manual:
a) When there is relative frictional movement between the product and other media, no metallic structural layer shall become exposed during use;
b) For products that involve environmental pollution, personal injury or heat release during installation and use, the manufacturer and the user shall specify the management specifications for product selection, use and maintenance.
4.2 Mechanical characteristics
4.2.1 Tensile performance
When the product is to be used in applications where there is a risk of tensile failure, its tensile performance shall comply with the following provisions:
a) The longitudinal tensile strength of fabricreinforced or steelcordreinforced conveyor belts shall not be less than the value specified for the product type;
