Foreword
This document is drafted in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.
This document replaces GB 16710-2010 Earth-moving machinery - Noise limits. In addition to structural adjustments and editorial changes, the following main technical changes have been made with respect to GB 16710-2010:
a) the application scope of the standard has been modified (see Clause 1 hereof; Clause 1 of Edition 2010);
b) the provisions for the emission noise limits outside earth-moving machinery and the implementation stages have been revised (see Table 1 hereof; Table 1 of Edition 2010).
c) the provisions for the noise limits at the driver position of earth-moving machinery and the implementation stages have been revised (see Table 2 hereof; Table 2 of Edition 2010).
d) the test method for the emission noise outside earth-moving machinery has been changed (see 5.1 hereof; 4.1 of Edition 2010);
e) the test method for the emission noise at the driver position of earth-moving machinery has been changed (see 5 hereof; 4 of Edition 2,2010);

1 Scope
This document specifies the emission noise limit outside earth-moving machinery and at the driver position of earth-moving machinery, and describes the corresponding test methods.
This document is applicable to earth-moving machinery, horizontal directional drilling machine and forklift wheel loader powered by internal combustion engine.
This document is not applicable to the electric earth-moving machinery defined in GB/T 44254.
This document is not applicable to the machines manufactured before the implementation of the noise limits specified in this document (see Tables 1 and 2).

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 8498 and GB/T 25612 and the following apply.

forklift wheel loader
self-propelled wheeled machine equipped with a working device mounted at the front primarily for block material ( "blocks" for short) handling, performing prying, transport, loading, unloading, and stacking operations via its machinery movement
Note: the working device contains a block fork and has no telescopic function.

3.2
horizontal directional drilling machine
machine for underground horizontal drilling, using a steerable drill bit connected to the end of a drill string
Note 1: During drilling, liquid is sprayed through the drill string to the drill bit. The borehole is tracked using sensors or a pulse signal transmitter mounted near the drill bit, followed by back-reaming for hole enlargement.
Note 2: a horizontal directional drilling rig, in general, applies force to the drill string with a drill frame parallel to the working ground or angled up to 30°.
