本文件规定了铁合金单位产品能源消耗（以下简称能耗）限额等级、技术要求、统计范围和计算方法。
本文件适用于铁合金矿热炉生产的硅铁、电炉高碳锰铁（限于采用无熔剂法冶炼工艺生产的高碳锰铁）、锰硅合金、低碳锰硅合金、高碳铬铁、炉料级铬铁和铁合金精炼电炉生产的微碳锰铁、中（低）碳铬铁及铁合金高炉生产的高炉锰铁等9个品种的单位产品能耗的计算、考核，以及新建、改扩建项目的能耗控制。
