1 Scope
This document specifies the classification and requirements, discharge requirements, safety management, safety assessment and operation process for large-scale fireworks displays.
This document is applicable to the design, operation, management and safety assessment of large-scale fireworks display activities.
This document is not applicable to trial discharge activities of production and operation enterprises and professional testing institutions.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
fireworks show
An operation conducted at a designated site and within a prescribed time, organised and choreographed, in which professional personnel discharge a certain quantity of professional display-grade fireworks products.
3.1.1
fixed-position fireworks show
Multiple performances of a large-scale fireworks show (3.1) in which the organiser, display operation unit, venue, display environment and storage environment do not change within a period of time, and the discharged fireworks do not exceed the types, specifications and quantities specified in the display operation plan.
3.1.2
stage fireworks show
A large-scale fireworks show (3.1) held at close range on a non-fully enclosed stage or in surrounding areas to accompany a cultural or entertainment performance.
3.2
fireworks show operation
Activities related to discharge, including equipment installation, loading of fireworks products, line connection, ignition system testing, ignition control, and site clearance.
3.3
electrical match
An electric ignition element that uses electrical energy to initiate the combustion of pyrotechnic composition.
Note: Divided into two categories: elements containing pyrotechnic composition and elements not containing pyrotechnic composition.
3.4
radiation radius
The maximum horizontal distance of the burning body from the explosion point after the main body or effect component of a fireworks product explodes.
3.5
safety distance
The minimum horizontal distance from the discharge location of fireworks products to protected targets such as spectators, buildings (structures) and important sites.
3.6
inside distance
The minimum spacing between fireworks products, launching devices (including mortars) and launching mortar groups.
3.7
fireworks show technician
Personnel who have obtained the corresponding qualifications specified in GA 898 and are engaged in technical work for large-scale fireworks displays.
3.8
salute bomb
A single-shot firework and its combination containing salute bomb effect components.
4 Classification and requirements
4.1 Classification
According to the specifications and quantities of discharged salute shells and other professional display-grade fireworks products, Table 1 specifies that large-scale fireworks displays are classified from high to low into Grades I, II, III, IV and V. Other fireworks displays outside the conditions specified in Table 1 are not classified, and fireworks display activities shall be designed and operated in accordance with the provisions for Grade V in this document, and on-site safety management shall be carried out properly.
4.2 Requirements for the proportion of salute shells
Requirements for the proportion of salute shells in large-scale fireworks display grades: For Grade I fireworks displays, No. 8 and above salute shells shall not exceed 50 % of the total number of salute shells. For Grade II fireworks displays, No. 6 and above salute shells shall not exceed 50 % of the total number of salute shells. No provisions are made for Grades III, IV and V fireworks displays.
