Fuel consumption evaluation methods and targets for passenger cars
1 Scope
This document specifies the requirements of corporate average fuel consumption indicators and production consistency of passenger cars, and describes the corresponding evaluation methods.
This document is applicable to M1 vehicles, including gasoline, diesel, dual-fuel and dual-fuel vehicles, hybrid vehicles, pure electric vehicles, fuel cell vehicles, vehicles fueled with natural gas, vehicles fueled with liquefied petroleum gas and vehicles fueled with methanol.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 and GB/T 38146.1 as well as the following apply.

fuel consumption of vehicle type
combined fuel consumption of a certain vehicle type determined according to the prescribed method
3.2
average fuel consumption
average fuel consumption of a vehicle fleet calculated by weighting the number of vehicles corresponding to the vehicle type

corporate average fuel consumption; CAFC
average fuel consumption of fuel consumption of passenger cars produced or imported by a corporate in a year, which is weighted with the production or import volume of the year
3.4
corporate average fuel consumption of traditional passenger cars
CAFCtp
average fuel consumption of fuel consumption of traditional passenger cars produced or imported by a corporate in a year, which is weighted with the production or import volume of the year
Note: Traditional passenger cars refer to vehicles that can use gasoline, diesel, gas fuel or alcohol ether fuel, excluding externally rechargeable hybrid vehicles.

off-cycle technology; OCT
technology that has obvious energy saving effect in actual use, which, however, cannot (completely) be measured by existing test methods

device that has obvious energy saving effect in actual use, which, however, cannot (completely) be measured by existing test methods
3.9
corporate average CO2 emission
average CO2 emission of CO2 emission of passenger cars produced or imported by a corporate in a year, which is weighted with the production or import volume of the year
4 Determination of the reference fuel consumption, target and CO2 emission of vehicle type
4.1 Determination of fuel consumption of vehicle type
4.1.1 For gasoline, diesel, bi-fuel and dual-fuel passenger cars, the type certification value of fuel consumption of vehicle type shall be determined using the Worldwide Harmonized Light Vehicle Test Cycle (WLTC) according to GB/T 19233-2020.
4.1.2 For non-external rechargeable hybrid passenger cars, the type certification value of vehicle fuel consumption shall be determined by WLTC according to GB/T 19753-2021. For external rechargeable hybrid passenger cars, the type certification value of OVC-HEV fuel and power consumption shall be determined by WLTC according to GB/T 19753-2021, and the converted fuel consumption of OVC-HEV shall be calculated according to G.3 (converted by simple conversion method) in GB/T 19753-2021.

4 Determination of the reference fuel consumption, target and CO2 emission of vehicle type
4.1 Determination of fuel consumption of vehicle type
