Safety Specification for Magnesium and Magnesium Alloy Smelting
1 Scope
This document specifies the general requirements, plant layout and building (structure) requirements, equipment, facilities and production safety requirements, electrical safety requirements, gas safety requirements, and other safety technical requirements during the production process of magnesium and magnesium alloy smelting, and describes the verification methods thereof.
This document applies to safety management during the production process of magnesium and magnesium alloy smelting.
This document does not apply to magnesium smelting by electrolysis.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
crystalline magnesium
The product obtained after the magnesium vapor generated during the reduction process of metallic magnesium is condensed in a condenser.
3.2
horizontal tank reduction furnace
A type of magnesium smelting equipment where the reduction tanks are placed horizontally.
3.3
vertical tank reduction furnace
A type of magnesium smelting equipment where the reduction tanks are placed vertically.
3.4
refining
A process in which crude magnesium is heated and melted, then impurities and oxides are removed to meet specific requirements for internal purity and other properties.
3.5
casting
A process in which molten metal is continuously injected into the mold of a continuous casting machine through a specific pouring system, and then cooled and solidified to form ingots.
4 General Requirements
4.1 Processes, equipment, and facilities explicitly prohibited or phased out by the state shall not be used.
4.2 Safety facilities for new construction, renovation, and expansion projects shall be designed, constructed, and put into operation simultaneously with the main project. The safety facility design for metal smelting construction projects shall be reviewed and approved before construction commences.
4.3 A system for risk classification control and hazard identification and management shall be established. Based on the characteristics of the enterprise's production processes, equipment, facilities, and work activities, safety inspection checklists shall be developed, and safety inspections shall be conducted. Discovered safety hazards shall be rectified and managed with closed-loop control.
4.4 Before introducing new processes, technologies, materials, or equipment into operation, a safety risk assessment shall be conducted, relevant safety production management systems shall be improved, and relevant personnel shall receive safety production education and training. Personnel shall only be allowed to work after passing the examination.
4.5 Emergency response plans for production safety accidents shall be established based on the characteristics and hazards of potential production safety accidents that may occur in the enterprise. The emergency response plans shall be reviewed, issued, and filed. Emergency drills shall be organized regularly, the drill results shall be evaluated, and the emergency response plans shall be continuously improved.
4.6 Confined spaces shall be identified, and a management ledger shall be established. The ledger shall include at least information such as the number, locations, and hazardous factors of confined spaces and shall be updated promptly.
5 Plant Layout and Buildings (Structures)
The lightning protection design of buildings and structures shall comply with the provisions of GB 50057.
5.2 The division of fire zones, fire separation distances, and the fire resistance rating design of structures shall comply with the provisions of GB 50016, GB 50630, and GB 55037.
5.3 The safety evacuation routes provided within the plant shall comply with the provisions of GB 50016 and shall be kept unobstructed. Emergency lighting and evacuation signs shall be installed along the evacuation routes.
5.4 Buildings, structures (including bridges, tunnels, etc.), and pipelines that cross factory roads shall be equipped with anti-collision facilities and height limit signs.
