This standard specifies the requirements for discharge limits of water pollutants as well as the monitoring and controlling of enterprise or production facility in dyeing and finishing of textile industry as well as relevant provisions for implementation and supervision of the standard.
This standard is applicable to the discharge management of water pollutants from existing enterprise or production facility in dyeing and finishing of textile industry.
This standard is applicable to environmental impact assessment, environment protection facility design and environmental protection acceptance after completion of the development project of enterprise in dyeing and finishing of textile industry as well as discharge management of water pollutants after being put into production.
This standard is applicable to pollutant discharge behaviors allowed by law. The site selection of the pollution source set newly and the management of the current pollution source in the special protected zone shall be executed according to the relevant provisions in such laws, regulations and rules as "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China" and "Law of the People's Republic of China on Environmental Impact Assessment".
This standard is not applicable to water pollutant discharge management for such production processes as wool scouring, retting, cocoon cooking and fibering of raw materials used for textile.
Discharge control requirements of water pollutants specified in this standard are applicable to the behavior of the enterprises directly or indirectly discharging water pollutants out of their legal boundaries.
