GB 45189-2025 Specification for cyanide safety production management
1 Scope
This document specifies the requirements for production safety, storage safety and emergency rescue of cyanide production enterprises.
This document is applicable to the safety production management of cyanide production enterprises.
Note: Cyanides refer to the solids and aqueous solutions of sodium cyanide and potassium cyanide.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
solid cyanide
sodium cyanide solid or potassium cyanide solid
3.2
cyanide solution
aqueous solution of sodium cyanide or potassium cyanide
3.3
electronic tag
data carrier with the function of information storage used for identifying objects or goods, which can receive the electromagnetic field modulation signals from the reader-writer and return response signals
4 General requirements
4.1 The layout plan of the enterprise shall meet the provisions of GB 50489, GB 55037, GB 50016 and GB 50160.
4.2 The design units for new construction, extension and renovation of cyanide construction projects shall have Class A comprehensive engineering design qualification or Class A design qualification in the chemical, petrochemical and pharmaceutical industry.
4.3 For the new construction, extension and renovation of cyanide construction projects, the external safety protection distance shall be determined according to the requirements of GB/T 37243, and the personal and social risks shall meet the requirements of GB 36894.
4.4 After the completion of new construction, extension and renovation of cyanide construction projects, the commissioning and production preparation shall meet the requirements of HG 20231.
4.5 Enterprises shall establish a dual prevention mechanism covering safety risk classification and control and hazard investigation and management, improve and implement the production safety responsibility system involving all staff, and establish a safety management system for highly toxic chemicals and post operating procedures. Operators shall obtain corresponding post operation certificates through safety education and professional training and hold certificates to work.
4.6 Enterprises shall establish a safety risk assessment and commitment announcement system, set up safety risk bulletin boards in eye-catching positions and key areas respectively, and make safety risk notification cards for posts, indicating the existing safety risks, the types of potential accidents, accident consequences, control measures, emergency measures and reporting methods, etc.
