1 Scope
This document specifies the basic requirements and management requirements for hazardous chemical enterprises to perform safety production standardization.
This document is applicable to enterprises that produce hazardous chemicals, chemical enterprises that use hazardous chemicals for production, and enterprises that store hazardous chemicals (hereinafter referred to as enterprises).

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
safety training space
comprehensive carrier for enterprises to carry out online and offline training and digital management of training
Note: safety training space consists of offline training physical space, online learning network space and training information management space.
3.2
inherent safety
process/activity that fundamentally reduces the safety risks of the technological process and its facilities by controlling the types, quantities and conditions of use of materials in the technological process, by such means as minimization, substitution, mitigation and simplification
3.3
interested party
individuals or organizations concerned about or affected by the safety performance of enterprises
Note: interested parties include contractors who provide services to enterprises according to the requirements, terms and conditions agreed by both parties, and suppliers who provide raw materials, equipment, facilities and services to enterprises.
3.4
major hazard installations for hazardous chemicals
units where hazardous chemicals are produced, stored, used and operated for a long term or temporarily and the quantity of the hazardous chemicals is equal to or greater than the threshold quantity
3.5
safety monitoring system of major hazard installations for hazardous chemicals
software and hardware facilities for safety monitoring of major hazards for hazardous chemicals
Note: Safety monitoring system of major hazard installations for hazardous chemicals includes one or more of basic process control system, safety instrument system, gas detection alarm system, TV monitoring system, lightning pre-warning system and earthing resistance monitoring system.
4 Basic requirements
4.1 Enterprises shall integrate the concepts and methods of chemical process safety management according to their own production and operation characteristics, scale and management needs, determine the applicable requirements of various management elements, and carry out standardization construction of safety production independently.
4.2 Enterprises shall adopt advanced technology and equipment at home and abroad, follow the principles of minimization, substitution, mitigation and simplification, improve the level of intrinsic safety, and shall not use obsolete and outdated technology and equipment. The upstream and downstream supporting devices involving high-risk processes such as nitration, chlorination, fluorination, diazotization and peroxidation shall realize automation of the entire process including raw material handling, reaction process, rectification, refining and product storage (packaging).
4.3 The enterprise safety production management system shall meet the requirements of standardized management of safety production, and be continuously improved according to the mode of "Plan - Do - Check - Act”.
5 Management requirements
5.1 Safety leadership
5.1.1 Safety production policy and goals
5.1.1.1 Enterprise safety production shall adhere to the safety production policy of safety first, prevention first and comprehensive management, and the main person in charge shall personally lead and participate in the establishment of the core values of safety production.
5.1.1.2 Enterprises shall set annual goals for safety production, detail the annual targets for safety in production into indicators of safe production, decompose them step by step and sign a letter of responsibility for safety production, and assess the completion of the goals and indicators for safety production regularly.
5.1.1.3 Enterprises shall, according to the relevant national laws and regulations, policy requirements and safety risk management and control requirements, make a annual work plan or scheme of safety production to ensure the completion of the annual goals and indicators of safety production.
5.1.2 Safety commitment
5.1.2.1 The main person in charge of the enterprise shall make a clear and open safety commitment to the employees and the society.
5.1.2.2 The main person in charge of the enterprise shall organize the establishment of a safety production standardization working mechanism with full participation, and commit to provide human, material and financial resources support for the safety production standardization work.
5.1.3 Organization
5.1.3.1 Enterprises shall make it clear that the main person in charge is the first person responsible for safety production, establish and improve the safety production management network, and make clear the management personnel responsible for safety production at all levels.
5.1.3.2 Enterprises shall set up a production safety management organization or allocate full-time safety production management personnel, whose number, education background, professional title and major shall meet the specified requirements. And registered safety engineers shall be allocated to engage in safety production management.
5.1.3.3 The main person in charge of the enterprise shall organize regular safety production meetings to learn about the safety production situation, study major issues, and supervise the implementation.
5.1.4 Safety production input guarantee
5.1.4.1 Enterprises shall fully allocate and standardize the use of safety production expenses to ensure safety production as stipulated by safety production laws, regulations and standards.
