Child care articles - General safety requirements
1 Scope
This document specifies the general safety requirements of child care products and describes the corresponding detection methods.
This document is applicable to products designed or obviously intended for children 48 months and under to assist them in sitting, bathing, general care, sleeping, carrying and child protection, including but not limited to the products in Table A.1 in Annex A.
This document does not apply to the following products:
——Children's medicines
——Children's cosmetics;
——Children's food;
——Children's activity toys, sports facilities and teaching tools used in public places;
——Children's riding products: children's tricycles, children's bicycles, etc.;
——Children's textiles, such as children's clothing, children's carriers, children's sleeping bags, bedding, etc.;
——Children's tableware, feeding utensils and bottles;
——Household children's amusement and sports facilities and teaching tools;
——Children's furniture products for infants and young children;
——Restraint system for child occupants of motor vehicles;
——Disposable products.

3 Terms and definitions
The following terms and definitions apply to this document
3.1
child care products child care articles
products designed or intended for children 48 months and under, used or obviously used to assist them in sitting steadily, bathing, general care, sleeping, carrying and child protection
3.2
normal Use normal use
use the product according to the instructions for use of the product, or according to the traditional or customary and obvious way of use
3.3
fragile materials fragile material
under the action of (small) external forces, such as tension, torsion, squeezing or falling, it is easy to break into multiple irregular shapes, and the edges of which can scratch human skin
3.4
elastometric material
flexible crosslinked macromolecular material, which deforms significantly under the action of force, can quickly return to its original state and size after release at room temperature
4 Safety requirements
4.1 General requirements
The specific safety requirements of specific products shall be specified in their product standards, which shall not be lower than the requirements of this document. If there is no specific product standard for child care products, it shall meet the requirements of this document.
Child care articles shall comply with the requirements of Clause 4 after normal use and after testing according to Clause 5.
4.2 Materials
4.2.1 Material quality
All materials used on child care products shall be clean and free of contamination. Materials shall be examined by visual inspection of normal corrected vision rather than by magnification. If recycled materials are used, they shall be refined to make their toxic and hazardous substance contents meet the requirements of 4.5.
Wood-based materials or other plant raw materials shall be free of decay and moth-eating.
The surface of metal materials that are easily corroded shall be treated with anti-corrosion treatment.
4.2.2 Odor
The materials used in children's care products shall be free of musty smell, gasoline smell, kerosene smell, diesel smell, fishy smell, unwashed animal fiber smell, foul smell and other smells caused by pollution and deterioration.
4.2.3 Fragile materials
Glass and ceramic materials shall not be used in child care product, unless it can be ensured that the closed glass and ceramic parts shall not fall before and after normal use and foreseeable reasonable abuse as defined in GB6675.2. If other fragile materials are used, the following similar warning signs shall be affixed:
4.2.4 Liquid
The liquid used in child care products shall not leak potentially dangerous liquid before and after normal use or foreseeable reasonable abuse test as defined in GB6675.2.
4.2.5 Filling
The fillings used in children's care products shall be made of brand-new materials, and the plant seeds used shall be inactivated.
Child care products shall not contain:
a) Metal chips and other dangerous impurities such as dangerous sharp edges and dangerous sharp tips, such as: nails, needles and wood chips, broken glass or broken plastic, etc.;
b) Any excrement or other unsanitary substances from insects, birds, rodents, etc.;
c) Pronounced dust.
