1 General
1.0.1 This standard is formulated with a view to preparing town planning scientifically, strengthening planning construction and organization management, creating good labor and living conditions, promoting the harmonic development of urban and rural economy, society and environment.
1.0.2 This standard is applicable to the planning of towns throughout the country except the seat of the people’s government at the county level, the planning of rural area may comply with this standard.
1.0.3 The preparation of town planning shall not only meet those specified in this standard but also comply with those in the current relevant ones of the nation.
2 Terms
2.0.1 Town
The town approved by the people's government at provincial level.
2.0.2 Administrative region of town
Administrative region of the people's government of town
2.0.3 Seat of government of town
Built-up region and planned development region of the seat of people's government of town.
2.0.4 Village
Living and production settlement of rural residents.
2.0.5 County seat town and township system of county
Urban and rural groups with organic connection in economic, social and space development within the administrative region of the people’s government at county level.
2.0.6 Town and village system of town
Groups of seat of government of town and village with organic connection in economic, social and space development within the administrative region of the people’s government at town level.
2.0.7 Key town
The town playing a key function in economic, social and space development within the regions planned in county seat town and township system of county.
2.0.8 Common town
Towns, except key towns, in the planning of county seat town and township system of county.
2.0.9 Key village
The village arranged with public facilities for the service of the neighbor villages in the planning of town and village system of town.
2.0.10 Basic-level village
Towns, except key villages, in the planning of town and village system of town.
