1.0.1 This code was formulated with a view to implementing the laws, regulations, guidelines and policies of China on developing the coal industry, popularizing the advanced techniques and management experience in underground mining of coal industry, ensuring safety production and rational resource exploitation, promoting the construction of high-production high-efficiency mines, improving the economic benefit of coal mine, realizing the modernization of mine construction and maintaining the sustainable development of coal industry. 1.0.2 This code is applicable to the pre-feasibility study, feasibility study and mine design of the constructed, renovated and extended coal mines with designed production capacity of or above 0.45 Mt/a. 1.0.3 The pre-feasibility study and feasibility study of mine shall comprehensively analyze and study the necessity, feasibility and rationality of mine construction according to the resource conditions and external construction conditions of the mine, the resource allocation and market demand, the mining techniques and equipment conditions that may be adopted, the financing and investment performance, etc.. 1.0.4 The mine design shall embody the principle of production centralization, equipment mechanization, technical and economic rationalization, safety and high efficiency, shall adopt new techniques, processes, equipment and materials in accordance with local conditions, and promote scientific management. 1.0.5 In addition to this code, the pre-feasibility study, feasibility study and design of the mine shall also meet those specified in the current relevant standards of China. 2 Resources/Reserves, Designed Production Capacity and Service Life of Mine
