1 General provisions 1.0.1 This code is formulated with a view to ensuring the quality and safety of steel structure engineering, implementing the policies on conservation and rational utilization of resources and energy, protecting the ecological environment, ensuring the safety of people's lives and property and personal health, preventing and reducing accidents in steel structure engineering and improving the level of green development of steel structure engineering. 1.0.2 The steel structure engineering, with exception of the following engineering, must comply with this code. 1 Highway and railway bridges; 2 Pressure vessels, chemical vessels and gas pipelines; 3 Water conservancy, hydraulic engineering, water transport and waterway engineering. 1.0.3 The following principles shall be followed in the construction of steel structure engineering: 1 Meeting the requirements of applicability, economy and durability; 2 Improving the construction quality and operation and maintenance level of the engineering; 3 Complying with national policies on energy conservation, environmental protection, disaster prevention and mitigation and emergency management; 4 Being in line with the development direction of construction technology and encouraging the application of new technologies. 1.0.4 It is up to the relevant responsibility subjects to determine whether the technical methods and measures adopted in the engineering construction meet the requirements of this code. Innovative technical methods and measures shall be demonstrated and meet the performance requirements in this code.   2 Basic requirement 2.0.1 For steel structure engineering, the design service life shall be determined according to factors such as use function, construction cost, service and maintenance cost and environmental impact; different safety levels shall be adopted according to the severity of the possible consequences of structural failure; the action and combination of actions of the structure, earthquake action and combinations of such actions shall be reasonably determined; appropriate design methods shall be adopted, in order to ensure the safety, applicability and durability of the structure. 2.0.2 A reasonable structural system shall be chosen for the steel structure according to the functional requirements for buildings (structures), on-site environmental conditions and such other factors. 2.0.3 During the design service life, the steel structure shall: 1 Be able to withstand various actions within the range of design load that may occur during normal construction and use; 2 Be kept in normal use; 3 Have the durability to reach the design service life under normal use and normal maintenance conditions; 4 Be able to function normally within the specified time in case of fire; 5 Maintain stability, and suffer no consequence of failure disproportionate to the cause in case of explosion, impact or any other accidental event. 2.0.4 The use and maintenance of a steel structure and its members during their design service life shall meet the following requirements: 1 Without technical appraisal or design permission, the functions and use conditions specified in the design document shall not be changed; 2 A regular inspection and maintenance system shall be established for matters that may affect the safety and durability of the main structure or may pose a risk to public safety; 3 Members, nodes, supports and components that must be replaced according to the design regulations shall be replaced in time; 4 The fire and corrosion protection coatings on the surface of members shall be maintained or replaced in accordance with design and maintenance regulations; 5 Deformation and durability defects in the structure and its members, nodes, supports, etc. that exceed the design regulation shall be dealt with promptly; 6 In the case of a disaster such as an earthquake and a fire, the structure shall be appraised and assessed after the disaster and treated properly according to the assessment before it can continue to be used. 2.0.5 In case the construction method has a significant impact on the internal forces and deformation of the structure, an analysis of the impact of the construction method on the main structure shall be carried out and the strength, stability and stiffness of the structure in the construction stage shall be checked. 2.0.6 The steel structure in buildings shall ensure that the lateral force-resisting members in the two main axes of the structure have seismic bearing capacity, proper deformation and energy dissipation capacity. 2.0.7 Where a steel structure in buildings supports power equipment or precision instruments, the structural design shall not only meet the requirements of bearing capacity, deformation and seismic performance, but also ensure that the horizontal vibration of the structure and vertical vibration of floor system meet the requirements of equipment and instruments for vibration displacement, speed and acceleration control and the requirements for fatigue checking calculation of the structure.
