General rules for safety management of coating operations
1 Scope
This document specifies the basic safety management requirements for paints and related chemicals, coating processes, coating equipment and devices, and coating workplaces involved in coating operations.
This document applies to the safety management of coating operations using paints and related chemicals on metal or non-metal surfaces.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB/T 14441 and the following apply.
3.1
coating operations
the general term for production activities carried out by operators during the entire coating process.

3.2
painting location
the site and specific space where coating operations are performed.
4 General Requirements
4.1 Materials, processes, and equipment with a high degree of intrinsic safety shall be prioritized for coating operations.
4.2 The process equipment for coating operations shall be rationally laid out, separating work areas from living areas, separating hazardous operations from non-hazardous operations, and isolating work areas where highly toxic substances are used from other work areas.
Note: Highly toxic substances refer to those listed in the "Catalog of Highly Toxic Substances" (Wei Fa Jian Fa [2003] No. 142).
4.3 Production processes, equipment, and facilities that generate hazards such as dust, toxic substances, and noise shall employ control measures such as mechanization, automation, and enclosure.
4.4 Personnel engaged in coating operations shall receive safety education and training, and can only start work after passing the assessment. Specialized training shall be provided when new processes, technologies, materials, and equipment are adopted.
4.5 Safety signs shall be installed in coating operations workplaces (including temporarily established painting locations) in accordance with GB 2894 and GB 15630.
4.6 Individual protective equipment appropriate to the safety risks of the position shall be provided to employees engaged in coating operations in accordance with GB 39800.1, and employees shall be supervised and guided in its correct use.
4.7 Coating enterprises shall conduct occupational health examinations in accordance with GBZ 188, based on the hazardous and harmful factors that coating operations personnel may be exposed to.
5 Paints and Related Chemicals
5.1 Selection
5.1.1 The use of paints and auxiliary materials classified as hazardous chemicals shall comply with the relevant national regulations for hazardous chemical safety management.
5.1.2 For coating operations in public places such as schools, hospitals, shopping malls, hotels, and transportation stations, and in confined spaces, paints with low volatile organic compound (VOC) content shall be prioritized, provided they meet process requirements.
Note: Paints with low VOC content include powder coatings, water-based coatings, high-solids coatings, radiation curable coatings, etc.
5.1.3 When purchasing paints and related chemicals, the user shall ensure that the purchased products are provided with a safety data sheet (SDS) and a safety label.
