1.1 This Standard is formulated with a view to providing cosmetics in accordance with hygienic requirements for consumers, ensuring hygienic quality and use safety of cosmetics, strengthening hygienic supervision and administration of cosmetics and safeguarding people's health.
1.2 The cosmetics refers to the products applied, wiped and spread on any part of body surface (such as skin, hair, fingernail and lip etc.) or oral mucosa for the purpose of cleaning, skin care, beauty care and decoration.
1.3 Production and sales of cosmetics in China must comply with this Standard. The imported cosmetics also must meet the requirements of this Standard.
1.4 Hygiene and disease control departments above the prefecture or municipal level (including the prefecture or municipal level) are responsible for hygienic supervision on the production of the cosmetics within their administrative areas; the hygiene and disease control departments above the county level (including the county level) are responsible for the hygienic supervision on the sales of the cosmetics within their administrative areas.
1.5 "Cosmetics Safety Review Group" is set under the Ministry of Health to be responsible for review on relevant significant and difficult safety problems of national cosmetics. Its administrative office is responsible for acceptance of the registration and review etc. of imported cosmetics materials and cosmetics products.
