This document is applicable to the drafting of national standardizing documents based on ISO/IEC standardizing documents. If the drafting is based on standardizing documents issued by other organizations, the copyright and adoption policy of the corresponding organizations shall be considered in the use of such standardizing documents. 2 Normative references The following documents contain provisions which, through reference in this text, constitute indispensable provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition (including any amendments) applies. GB/T 1.1 Directives for standardization — Part 1: Rules for the structure and drafting of standardizing documents GB/T 20000.1 Guidelines for standardization — Part 1: Standardization and related actives — General vocabulary 3 Terms and definitions For the purposes of this document, the terms and definitions specified in GB/T 1.1 and GB/T 20000.1 and the following apply. 3.1 standardizing document document developed through standardization activities Note: China's standardizing documents include standards, standardizing technical guidance documents, etc. ISO/IEC standardizing documents include standards, technical specifications (3.1.1), publicly available specifications (3.1.2), technical reports (3.1.3), guides (3.1.4), international workshop agreements (3.1.5), etc. [Source: GB/T 20000.1-2014, 5.2] 3.1.1 Technical Specification TS standardizing document which is adopted at the committee stage and may form a technical specification or standard in the future, because the standardization objects is still under technical development or the consensus required for forming standards has not been reached Note: Another reason for preparing TS is that the required support for immediate approval as an ISO/IEC standard cannot be obtained. Usually, the standardization technical committee puts forward a proposal for new work item of TS at the proposal stage. In practice, there are also cases where a proposal for new work item for developing standard is put forward at the proposal stage. However, for the reasons mentioned above, the decision will be made on publishing as TS at the committee stage. 3.1.2 Publicly Available Specification PAS standardizing document which is to respond to an urgent market need, representing either a consensus in an organization external to ISO or IEC or a consensus of the experts within a working group, which is adopted at the drafting stage and may form a technical specification or a standard in the future 3.1.3 Technical Report TR standardizing document with data different from that of technical specifications or standards, which is adopted at the committee stage and will not form a technical specification or a standard in the future Note: Such data may include, for example, data obtained in practice, data on work or data on the “state of the art” in relation to a particular standardization object. 3.1.4 Guide standardizing document prepared by an organization of ISO or IEC other than standardization technical committees or subcommittees, giving rules, advice or recommendations relating to international standardization Note: Guides may address issues of interest to all users of ISO/IEC standards.   3.1.5 International Workshop Agreement IWA standardizing document prepared through a workshop mechanism in order to respond to urgent market requirements Note: Proposals to hold such workshops may come from any source and are subject to approval by the ISO Technical Management Board, which also designates an ISO member body to assist the proposer in the organization of the workshop. IWAs are approved by consensus amongst the individual participants in such workshops. 3.2 adoption publication of a national standardizing document based on the corresponding ISO/IEC standardizing document, with any deviations from the ISO/IEC standardizing document identified 3.3 change in structure any difference between the structure of a national standardizing standard and the corresponding ISO/IEC standardizing document Note: Generally, structure is considered as position and order of levels, elements, annexes, figures and tables in documents 3.4 technical deviation any difference between the technical content of a national standardizing standard and the corresponding ISO/IEC standardizing document 3.5 editorial change any change in a national standardizing document or the corresponding ISO/IEC standardizing document that does not alter the technical content of the standard 3.6 vice versa principle principle whereby anything that is acceptable under the terms of the ISO/IEC standardizing documents is acceptable under the national standardizing documents and vice versa Note: "Vice versa" means that compliance with the national standardizing documents also means compliance with ISO/IEC standardizing documents   4 Degree of correspondence and dual numbering 4.1 Classification for degree of correspondence 4.1.1 Classification The degree of correspondence between the national standardizing documents and the corresponding ISO/IEC standardizing documents is classified into "identical", "modified" and "not equivalent". Among them, ISO/IEC standardizing documents are adopted in the cases of "identical" and "modified". Note: The degree of correspondence is not affected by changes in document layout (e.g. page number, font, font size). See Table 1 for the correspondence categories and their abbreviations.
