GB/T 12001《塑料　未增塑聚氯乙烯模塑和挤出材料》分为两个部分，本部分为GB/T 12001的第2部分。本部分等同采用ISO 1163-2:1995《塑料　未增塑聚氯乙烯（PUC-U）模塑和挤塑材料　第2部分：试样制备和性能测定》（英文版）。
本部分代替GB/T 12001.2-1989《未增塑聚氯乙烯窗用模塑料　第2部分：质量规格》、GB/T 12001.3-1989《未增塑聚氯乙烯窗用模塑料　第3部分：性能试验方法》，将GB/T 12001.2-1989与GB/T 12001.3-1989整合修订，取消了GB/T 12001.2-1989的要求。
GB/T 12001的本部分规定了未增塑聚氯乙烯(PVC-U)模塑和挤出材料的试样制备和性能测试的方法。本部分以及第1部分列出的所有性能应按本部分提及的相应方法进行测定。
本部分与GB/T 12001.3-1989相比主要变化如下：
a）标准名称修改为《塑料　未增塑聚氯乙烯模塑和挤出材料　第2部分：试样制备和性能测定》；
b）将力学性能改为机械性能，并增加了拉伸蠕变、拉伸缺口冲击强度，取消了邵氏硬度；
c）电性能增加了相对介电常数、介质损耗因数、表面电阻、介电强度、相比漏电起痕指数；
d）将阻燃性能并到热学性能；
e）取消了腐蚀度。
