本部分代替GB/T 12976.1-1991《额定电压３５ｋＶ及以下铜芯、铝芯纸绝缘电力电缆　第1部分：一般规定》、GB/T 12976.2-1991《额定电压３５ｋＶ及以下铜芯、铝芯纸绝缘电力电缆　第2部分：不滴流油浸纸绝缘金属套电力电缆》和GB/T 12976.3-1991《额定电压35ｋＶ及以下铜芯、铝芯纸绝缘电力电缆　第3部分：粘性油浸纸绝缘金属套电力电缆》。
GB/T 12976的本部分规定了额定电压21/35kV、26/35kV（Um=40.5kV）铜芯或铝芯浸渍纸绝缘铅套电力电缆（不包括压气和充油电缆）的一般规定和结构要求。
GB/T 12976的本部分适用于额定电压21/35kV、26/35kV（Um=40.5kV）铜芯或铝芯浸渍纸绝缘铅套电力电缆（不包括压气和充油电缆）。海底电缆及特殊用途电缆，不包括在本部分内。
本部分与GB/T 12976.1-1991、GB/T 12976.2-1991和GB/T 12976.3-1991相比，主要变化如下：
———本部分删除了GB/T 12976.1-1991、GB/T 12976.2-1991以及GB/T 12976.3-1991中铝护套结构、粗钢丝铠装结构的内容；
———增加了电缆结构尺寸（本部分的表2到表5）；
———增加了附录Ａ“假定计算方法”、附录Ｂ“数值修约”；
———增加铅套厚度计算方法（本部分附录Ａ）。
