本标准将GB/T 13026-1991《油纸电容式穿墙套管型式与尺寸》和GB/T 13027-1991《油纸电容式变压器套管型式与尺寸》整合修订为一项国家标准。
本标准的结构和编写规则按ＧＢ／Ｔ１．１—２０００《标准化工作导则　第一部分：标准的结构和编写规则》规定编写。
本标准规定了油纸电容式穿墙套管、电容复合干式穿墙套管以及油纸电容式变压器套管的型式与尺寸。
本标准适用于额定电压40.5 kV~800 kV、频率15 Hz～60 Hz 三相交流系统中使用的穿墙套管和变压器套管。本标准与GB/T 13026-1991和;GB/T 13027-1991相比主要变化如下：
ａ）修改了标准名称及标准的适用范围；
ｂ）增加了电容复合干式穿墙套管的型式与尺寸；
ｃ）修改了额定电压标准值；
ｄ）取消了设计顺序号；
ｅ）增加、修改了套管的图示部分；
ｆ）调整了变压器套管型式尺寸表，增减了部分套管的型式尺寸；
ｇ）在标准中增加了安装法兰放气塞的位置和要求；
ｈ）按统一爬电比距的概念修改了各等级套管的爬电距离。
