General guidelines for electrical safety
1 Scope
This document establishes the general principles for achieving electrical safety, specifies the general safety requirements, electrical safety requirements for special electricity usage scenarios or environments, and the requirements for personnel involved in electrical safety.
This document is applicable to low-voltage electrical equipment with a rated voltage of AC 1000 V and below, and DC 1500 V and below, and their application scenarios.
This document is applicable to all personnel who use or may come into contact with low-voltage electrical equipment, including electricity users, supervisory and management personnel, installation and commissioning personnel, inspection service personnel, equipment maintenance personnel, etc.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 4776, as well as the following, apply.
3.1
low-voltage electrical equipment
Products or components with a rated voltage of AC 1000 V and below, and DC 1500 V and below, that are suitable for electrical energy applications by function and structure.
Note 1: Includes products that generate, distribute, store, measure, control, regulate, convert, monitor, protect and consume electrical energy.
Note 2: In this document, "low-voltage electrical equipment" is referred to as "electrical equipment".

4 General requirements
4.1 Intrinsic safety requirements
Intrinsic safety requirements for achieving electrical safety shall be considered at all stages of the design, installation, etc., of electrical equipment, to avoid harm and damage to persons, livestock and property under intended and reasonably foreseeable conditions of use. The intrinsic safety requirements include but are not limited to:
— The design of electrical equipment shall comply with GB 19517 and relevant standards;
— The installation, use, inspection and maintenance of electrical equipment shall comply with 5.1 to 5.4 and relevant standards;
— Electrical equipment requiring mandatory certification shall have obtained certification certificates or markings. Non-mandatory certified electrical equipment shall have valid type test reports.
4.2 Safety protection measures
Where intrinsic safety requirements cannot be met, the electrical hazard factors (such as electric shock hazards, etc.) and other hazard factors (such as environment, vibration, impact, foreign objects, radiation hazards, etc.) of the electrical equipment shall be fully considered, and electrical safety shall be achieved through the following appropriate safety protection measures:
— Electric shock protection, to prevent harm and damage that may occur from contact with live parts/exposed conductive parts of the electrical equipment;
— Thermal effect protection, to prevent harm and damage caused by high temperature or arcing of the electrical equipment that may damage the equipment or ignite combustibles;
— Overcurrent protection, to prevent harm and damage caused by high temperature or electromechanical stress due to overcurrent of the electrical equipment;
— Voltage disturbance protection, to prevent harm and damage caused by overvoltage, undervoltage of the electrical equipment or faults in the live parts of circuits supplied at different voltages;
— Fault current protection, to prevent harm and damage caused by high temperature due to fault current of the electrical equipment;
— Electrostatic accumulation protection, to prevent harm and damage caused by electrostatic accumulation through technical means such as grounding and discharge, electrostatic neutralisation, prevention of electrostatic discharge and human body charging;
— Mechanical hazard protection, to prevent harm and damage caused by insufficient mechanical strength, enclosure protection and corresponding stability of the electrical equipment;
— Operational hazard protection, to prevent harm and damage caused by foreign objects, noise and radiation generated during the operation of the electrical equipment;
— Other safety protections, to prevent other hazards of the electrical equipment (such as electromagnetic interference hazards, etc.).
4.3 Safety information
The safe use conditions and/or risks of the electrical equipment shall be communicated in the usage information, such as nameplates, warnings, safety signs and instruction manuals, including but not limited to:

4 General requirements
4.1 Intrinsic safety requirements
